New Nicollet Phase 1 RFP updates

Once complete, the New Nicollet Redevelopment will have a public park and buildings for residents and businesses.


A request for proposals (RFP) is now open for Phase 1 of the New Nicollet Redevelopment, formerly home to Kmart. The City of Minneapolis encourages developers to submit creative, community-focused ideas for the southeast corner of the site at Nicollet Avenue and Lake Street. Learn more about the RFP on the City’s website. 

Proposals are due by 4 p.m. on Tuesday, Jan. 6, 2026. Proposals must be submitted through SharePoint. Submit a request for Sharepoint access using the online form. A project folder will be created on Sharepoint for all necessary materials to be uploaded and saved.

Background

The City is redeveloping 10 acres at Nicollet Avenue and Lake Street. In May 2025, the mayor and City Council approved the New Nicollet Development Framework. The framework reflects a three-year planning process with more than 20,000 community interactions. Development proposals must align with this vision.

Phase 1 will include mixed-use buildings featuring:

  • Affordable housing
  • Ground-floor retail and nonprofit services
  • Indoor space for park programming
