This newsletter provides updates on the City's response to COVID-19, an overview of recovery efforts underway, efforts to transform public safety and other important news and information from the City of Minneapolis.


What you need to know for tomorrow, Election Day

Tomorrow is Election Day, and while most registered voters in Minneapolis cast early ballots, thousands of others will be heading to their polling places to vote.

Voters who completed and mailed back their early ballots should check the online ballot tracking tool tomorrow morning. If the tracking tool indicates that their ballots have not yet been accepted, they should look up their polling place and go vote in person. Polling places are open from 7 a.m. until 8 p.m.

Voters can vote in person as long as election officials have not yet received and counted their mail ballots. Elections staff at polling places check to see if they’ve received and counted mail ballots from voters who want to vote in person. Voters are given ballots as long as the City has not received and counted mail ballots from them. Any uncounted mail ballots from people who have voted in person will be cancelled and not counted (even if election officials receive it later).

Masks required inside polling places

Because of the pandemic, everyone inside a polling place must wear face coverings. Voters can wear a face shield if necessary due to a health reason.

  • Any voter who arrive without face coverings will be provided disposable ones prior to entry.
  • Any voter who cannot wear a face covering or refuses to wear one can vote outside using curbside voting. Elections staff will bring the ballot to the person’s vehicle or, if the person didn’t drive, to an appropriate location outside.

Any voter who refuses to wear a mask or vote outside will be allowed to vote. However, the incident will be documented and reported to appropriate authorities.

Where you can drop-off mail ballots today and tomorrow, Election Day

There are 13 staffed, mail ballot drop-off locations for Minneapolis voters and, in light of the new court ruling, the City has expanded the ballot drop-off hours. Voters who have mail ballots at home are encouraged to complete and return them to one of these locations. Although voters may choose to discard their mail ballots and vote early in person instead, mail ballot drop-off sites provide an outdoor option to promote safety during the pandemic and reduce lines at Early Vote Centers.

Voters dropping off ballots from other voters can bring no more than three completed ballots (not counting their own ballots). They will need to show identification with name and signature and complete simple paperwork.

On Election Day, mail ballots can only be dropped off at one of the 13 drop-off locations until 3 p.m. and cannot be dropped off at regular polling places.

Minneapolis drop-off locations now have extended hours through 3 p.m. on Nov. 3:

  • Monday, Nov. 2, 8 a.m.-5 p.m.
  • Tuesday, Nov. 3, 7 a.m.-3 p.m.

New ruling changes election ballot due date

To make sure your vote is counted, we no longer advise you mail your ballot back. Instead, drop it off at one of the 13 staffed Ballot Drop-Off sites or vote in person.

A federal appeals court ruled on Thursday evening that ballots received after 8 p.m. on Election Day must be set aside and could face legal challenges that would result in them not being counted.

Early voting locations and hours

There are four places Minneapolis voters can cast early ballots. All centers are open until 5 p.m. today. 

  • The new North Early Vote Center at Urban League Twin Cities, 2100 Plymouth Ave. N.
  • The new South Early Vote Center at Longfellow Park Recreation Center, 3435 36th St. S.
  • The Early Vote Center at Election & Voter Services offices, 980 East Hennepin Ave.
  • The Hennepin County Government Center, 300 6th St. S. (for all Hennepin County voters).

Early Vote Centers are closed tomorrow on Election Day. Vote at your assigned polling place.


Mayor Frey, Chief Arradondo discuss how City leaders are taking steps to keep people safe as Election Day nears

In a video message, Mayor Jacob Frey and Police Chief Medaria Arradondo discuss how City leaders are working with partners to ensure public safety before, during and after Election Day on Nov. 3.

The City is taking all threats seriously and coordinating with local, state and community partners on preparedness efforts.

Know your rights to vote safely and without intimidation

Minnesota Attorney General Keith Ellison has released guidance to the public about federal and state laws that protect voters from interference or intimidation, entitled “Know your rights to vote safely and without intimidation.”

Ellison encourages anyone who experiences any interference or intimidation in voting or attempting to vote to report it to the Minnesota Secretary of State’s office at 877-600-VOTE.

Statewide mask mandate in effect

Minnesotans are required to wear a face covering in indoor businesses and indoor public settings. Researchers have advocated for masking, calling it a simple and effective step to slow the spread of the COVID-19 virus. 

The state regulation reinforces Mayor Jacob Frey’s emergency regulation requiring people in Minneapolis to wear cloth face masks or coverings when they are in an indoor place of public accommodation is in effect.

Businesses are not required to provide masks to customers or employees themselves, though employers shall be required to mandate the use of masks by their staff. Non-compliance should be reported through 311. Find information on how to get a mask.
