Register Now for ReCAST's Capacity Building Institute

The Capacity Building Institute is a training model that supports ongoing development and engagement for those who live, work, and play in Minneapolis around trauma, resilience and systems change. The purpose of this institute is to increase the capacity of community to respond to stress and trauma that arises on a daily basis as well as during times of high stress.

The ReCAST Minneapolis web page offers a calendar view of trainings that ReCAST Minneapolis is hosting. The ReCAST team would like to recognizes the existing work to build capacity and normalize healing within community. if your organization has an upcoming training that aligns with the goals of the Capacity Building Institute, please complete this form. Once reviewed, the training will appear on the calendar with information for community members to register.

Mural Development and Engagement

Over the last few months, ReCAST Minneapolis developed and delivered training to City of Minneapolis staff and residents on signs and sources of trauma in immigrant and refugee communities. The team worked alongside staff from Civil Rights, Neighborhood and Community Relations and the Health Department to engage immigrant and refugees in conversations about place and belonging. Comunidades Latinas Unidas En Servicio (CLUES) delivered the training. GoodSpace Murals designed and facilitated engagement efforts along with Brian Coyle Center and Wellstone International School.

In the next phase of this effort, ReCAST Minneapolis will bring staff from the above referenced City department and immigrant and refugee community members together to develop a mural. The focus of the mural will continue the conversation on space and belonging with immigrant and refugee community members as well as reflect the role government has played and can play in influencing such feelings among residents. When the mural is complete, ReCAST Minneapolis will bring it back to City Hall for public display and planned engagements with staff, community members, and other interested parties so as to shape how we serve and how residents engage with us moving forward.

More updates and an engagement schedule will be available soon!

Other ReCAST Grantee Site Highlights

Chicago is busy expanding and improving their Crisis Intervention Team (CIT), a program that teaches participants the signs and symptoms of mental illness and awareness for first responders. In this past year alone, the Chicago team has supported the completion of five 40-hours CITs, reaching over 218 police officers and four 911 responders (OEMC). This coming year, Chicago will expand their Restorative Justice circles, expand their mental health awareness trainings, and focus on coordinating efforts.

Bexar developed and launched their GOTeam, dedicated time and effort into building an equitable community and youth engagement process, delivered trauma-informed trainings to law-enforcement, and focused on community healing needs. The coming year will see expansion of seeds planted in Year 1 (increased equitable access to behavioral health resources, reduction of youth crime and increase of youth resiliency, and improved community-police relationships).

Oakland collaborated with Alameda Alliance for Health along with Alameda County Behavioral Health Care Services (BHCS) to develop coordinated links to behavioral health resources. In addition, approximately 600 Head Start Families and teachers were provided with mental health consultation and services through Oakland ReCAST and OFCY funds. Oakland ReCAST team worked with the Oakland Youth Advisory Commission (OYAC) and Oakland's Police Department's (OPD's) Youth Outreach Unit (Y.O.U.) to establish a youth-led mini-grant making program called #OYACgivesback.

St. Louis ReCAST focused on process implementation to develop cornerstone processes and products that include the formation of a Core Advisory Board, a Coalition of Stakeholders, a community-driven strategic plan, and a participatory budget process. Year one activities consisted of the successful recruitment of 79 community delegates, the issuance of four Request for Proposals, Community Voting, and the awarding of four subcontracts to organizations that will implement services to create resiliency in the Promise Zone community. St. Louis looks forward to a year of robust community-led implementation.

Flint began training in the Community Resilience Model from the Trauma Resource Institute; capacity building trainings for Flint community professionals, agency/organization representatives, grassroots organizations, and community residents; and RFPs that called for community-initiated, trauma-informed programs to serve the Greater Flint Area youth and families. These capacity- and competency-focused trainings will expand this year in partnership with local and national community-based organizations.

West Baltimore ReCAST, through the Baltimore City Intergenerational Initiatives for Trauma and Youth (B-CITY) Coalition, became a backbone funder for large small community organizations to implement trauma-informed approaches. West Baltimore worked intentionally to build a strategic plan that was not solely focused on ReCAST, but on that served B-CITY as  a whole. Additionally, the project provided leadership training, trauma-informed yoga and meditation, and community organizing support that will continue to develop and enhance community and youth neighborhood leadership.

Milwaukee, staffed by the Office of Violence Prevention, worked hard to align ReCAST with the OVP's Violence Prevention Plan, creating "A Blueprint for Peace." ReCAST MKE staff built the infrastructure of the project and completed the required activities, including the Disparities Impact Statement, the Community Needs and Resource Assessment, and a community-defined vision statement and guiding principles. This coming year, MKE ReCAST will focus on promoting long-term trauma reduction and healing support to residents, professionals who address violence, and others experiencing secondary/vicarious trauma; building a pipeline of culturally-competent mental health care providers from neighborhoods most affected by violence; and offering training to providers, professionals and first responders to better identify, engage, assess and support youth and families who have experienced trauma, among much more.

About ReCAST Minneapolis

The Resilience in Communities After Stress & Trauma (ReCAST) Minneapolis Program is funded through a multi-year grant from the Department of Health and Human Services' Substance Abuse and Mental Health Services Administration (SAMHSA). ReCAST Minneapolis is intended to assist high-risk youth and families, and promote resilience and equity in communities that have recently faced civil unrest through the implementation of evidence-based violence prevention and community youth engagement programs, as well as linkages to trauma-informed behavioral health services. SAMHSA created the ReCAST Program to support communities that have lived through demonstrations of mass protest in response to police-involved shootings of unarmed African-American males.
