The Missouri School Improvement Program (MSIP) Annual Performance Report (APR) provides local education agency (LEA) and building level data that informs school district classifications. To ensure accuracy, LEAs should prioritize complete, accurate data reporting and submit any appeals or corrections during the designated windows. Appeals must be submitted through the Missouri Department of Elementary and Secondary Education’s (DESE) Application Sign-in (DAS) in the Missouri Comprehensive Data System (MCDS) portal. The DESE Data Appeals Manual includes instructions for online submissions.
DESE will issue reminders via the DESE Update, Administrative Memos, and Listserv throughout this process. Changes made outside the designated windows will not be reflected in the 2026 APR.
ACTION CURRENTLY REQUIRED:
- A+ Appeals and Medical Waivers
LEAs may submit A+ appeals for current year (2025-26) Algebra 1 End of Course (EOC) assessments only. If a student retook the Algebra 1 EOC this year and the LEA wishes to exclude that score, an appeal must be submitted – otherwise all scores will be used for accountability. Medical waivers are available in rare cases where a student cannot participate due to a significant, documented medical emergency. The situation must be recorded in the student’s permanent record, and a medical waiver must be submitted to DESE.

Corrections to Graduation Rate Report and Duplicate MOSIS IDs
LEAs should verify prior year graduation data for accuracy across five-, six-, and seven-year graduation cohorts. Guidance is available under Standard EA2: Graduation Rate in the MSIP 6 Comprehensive Guide.
- Career and Technical Education (CTE) Expansion
LEAs with prior approval for 2025-26 CTE expansion must submit an application by May 1 confirming the expansion was implemented.
