Invitation for Bid for Children’s Treatment Services
The Department of Social Services (DSS) is working to respond to the national and statewide fentanyl crisis. This includes services to families impacted by fentanyl in rural communities, and where service providers are not always available, particularly in the field of drug testing and mobile drug testing services.
The DSS Children’s Division is looking for vendors to respond to the Invitation for Bid for Children’s Treatment Services. Through this contract, Children’s Division will serve families in many ways, such as Therapeutic Services, Drug Testing, and Parent Aide Services. Children’s Division desires to contract for more than 20 services.
We encourage vendors across Missouri to respond to the Invitation for Bid; however, some areas in Missouri have a greater need for drug testers and mobile testers, in addition to the other services mentioned above. Areas we especially hope to see responses from include Adair, Andrew, Atchison, Bates, Barton, Benton, Buchanan, Carroll, Cedar, Chariton, Clark, Cooper, Dade, Dunklin, Franklin, Gasconade, Gentry, Grundy, Harrison, Henry, Holt, Knox, Lewis, Lincoln, Linn, Macon, Marion, Mercer, Monroe, Mississippi, Nodaway, Osage, Pike, Putnam, Ralls, Ray, Schuyler, Shelby, St. Clair, Sullivan, Vernon, and Worth counties.

Notice to Comply with Audit
The Missouri Medicaid Audit and Compliance Unit (MMAC) is the unit within the Department of Social Services (DSS) responsible for oversight and auditing of compliance with the Medicaid Title XIX, CHIP Title XXI, and Medicaid Waiver Programs in Missouri, which include oversight and auditing of MO HealthNet providers. This includes providers who participate in one of Missouri’s four Managed Care Organizations (Healthy Blue, Home State Health, Show Me Healthy Kids, and United HealthCare).
MMAC is notifying MO HealthNet providers that the Centers for Medicare & Medicaid Services (CMS), through its contractor, CoventBridge (USA) Inc. (CoventBridge), may randomly select a number of providers to participate in an upcoming Medicaid integrity audit. CoventBridge, the Unified Program Integrity Contractor (UPIC) for CMS in the Midwest Region, is conducting this audit in consultation with the MO HealthNet Division (MHD) and MMAC.
As part of this process, CoventBridge may request medical records from randomly selected providers to verify claims submitted between October 1, 2023, and September 30, 2025, and comply with all applicable federal and state Medicaid laws, regulations, and policies.
The requested records will be used to assess the accuracy of claims and ensure adherence to MO HealthNet policies, including those applicable to providers operating within Managed Care Organizations (MCOs).

Notice of Off-Cycle Revalidation Initiative
MMAC has initiated a two-phase revalidation cycle for selected provider types and individual providers outside of the normal revalidation cycle.
Providers selected for this off-cycle review will receive the standard 120-, 90-, 60-, and 30-day letters via email at the address listed in their eMOMED account. It is the provider’s responsibility to ensure their eMOMED account contact information is up to date.
If providers receive a revalidation letter(s) via email, they must revalidate prior to the deadline noted in the letter.
Failure to complete the required revalidation steps within the designated timeframe will result in administrative action, including termination as a provider from the MO HealthNet program.

Changes to MO HealthNet (Medicaid) Eligibility
As Missouri prepares for upcoming federal H.R.1 (One Big Beautiful Bill Act) changes, DSS is continuing to provide information to individuals who may be impacted.
DSS will mail notices to MO HealthNet participants who may be affected by federal eligibility changes taking effect.
Community partners, providers, and stakeholders are encouraged to direct individuals who receive a notice to read it carefully and visit myDSS.mo.gov/hr1 for general H.R.1 updates.
DSS will continue to share additional information as implementation progresses.
MO HealthNet Coverage Ending for Some Services
Effective July 1, 2026, MHD will stop paying for acupuncture, chiropractic and physical therapy services under the Complementary Health and Alternative to Chronic Pain Management program. After June 30, 2026, MHD will not pay for these visits.
Also effective July 1, 2026, MHD will stop paying for chiropractic services. After June 30, 2026, MHD will not pay for any visits to a licensed chiropractor.

EVV Hard Launch for Home Health Care Services
MHD has launched the second phase of the Electronic Visit Verification (EVV) hard launch of claims validation for services requiring EVV provided by Home Health Care service providers (Provider type 58) on June 1, 2026. At that time, claims submitted for services requiring EVV with no matching visits in the EVV Aggregator Solution (EAS) started being denied.
