MO HealthNet Division invites providers to share input on alternative payment models

Rural Health Transformation Project Stakeholder Updates

The MO HealthNet Division (MHD)through the Missouri Department of Social Services, has released a survey for providers on alternative payment models (APMs). MHD is working to understand provider perspectives toward and experiences with APMs – that is, reimbursement models outside of the traditional fee-for-service models. The survey will cover topics including previous experiences operating within APMs, challenges and benefits of APMs, and the capacity to implement APMs. 

The survey is targeted toward acute care hospitals, federally qualified health centers, primary care providers and practices, multi-specialty group practices including primary care, and specialist physician groups excluding primary care. Other providers with experience in APMs are welcome to submit a response.  

Provider organizations that respond to the survey may be invited to participate in future efforts to shape MO HealthNet’s approach to APMs. Responding to the survey is the first step by which providers may share your feedback as well as indicate interest in potential future engagement on the topic. 

The survey is being funded through the Rural Health Transformation Program (RHTP).  RHTP is a national $50 billion fund created through the passageof the One Big Beautiful Bill Act (OBBBA) on July 4, 2025. However, providers in both rural and urban areas are strongly encouraged to provide input. 

The survey is open now through June 19Note that the survey is intended to be filled out once per organization or practice, rather than once per individual provider. Organizations are encouraged to collaborate internally to provide a response. Materials to support providers in filling out the survey have also been provided, and any questions should be directed to DSS.RHTP@dss.mo.gov
