Legal Mail Soaked in K2 and Fentanyl
While staff were processing legal mail that was received by an offender at a facility, it was discovered the envelope containing what appeared to be legal documents had been altered. After the original envelope was opened and the legal documents were removed, staff opened the envelope from the bottom and revealed a hidden compartment containing a second envelope which had been glued inside the first envelope. Concealed inside the second envelope were 13 sheets of yellow paper, each appearing to have been treated with a liquid substance. A sample of the paper was field tested, showing a positive result for K2 and Fentanyl.
