Small MS4 General Permit - Annual Reports due

Dear MS4 Permittees regulated under the Small MS4 Master General Permit MOR040xxx:

As of now, Small MS4 annual reports continue to be due July 28th of each year, in accordance with Section 5.3 of the permit.

The MS4 Permit MOR04 was set to expire on June 12, 2013; however, the permit has been administratively continued per Missouri Clean Water Law 644.026.1(13) and federal regulation 40 CFR 122.6(d).  Accordingly, all conditions of the permit remain in effect.  Therefore, annual reporting by July 28th continues to be a requirement of the current permit until replaced with new permit conditions (if different) in the renewal permit.

At this time the department is still reviewing comments and concerns from permittees regarding the renewal of the MOR04 Master General Permit.  At which time the Department is able to renew the master general permit, the department will align the reporting requirements with the new effective date of the permit.  If the Master General Permit is issued shortly, then the next annual report due date could be delayed until 2015.  Otherwise, July 28th continues to be the due date.
