Update on Missouri Department of Natural Resources’ action regarding EPA’s Widespread Use Rule – effective May 16, 2012

Following EPA’s rule and several stakeholder meetings, MDNR is proceeding with preparing a plan to submit to EPA in support of phasing out Stage II requirements in the St. Louis area. The department is awaiting EPA’s final guidance in order to finalize this plan and EPA states the guidance will be available “any day now.”

While we are waiting on the plan, we have fielded many requests and questions regarding brand new gas stations.  In order to provide some guidance on what the department is approving, attached is a policy memo regarding our actions with new and modified gas stations for the interim period, until we have an approved demonstration to phase out Stage II. Please note, if you are located in St. Louis County, you also need to contact the St. Louis County Health Department as they may have different requirements.

If you want more information on the vapor recovery/widespread use issue, please check out our web page:

Towards the bottom of the page is the title “The Environmental Protection Agency’s Widespread Use Rule” which has a general overview of the issue as well as a few links to other documents, including the notes from our last stakeholder meeting.

We hope to send out an email any day now with EPA’s Widespread Use guidance, but until then, if you have any questions, please feel free to call or email any of the individuals listed below.
