DHSS UPDATES
► State Budget: Governor Kehoe signed the FY27 budget on July 1. (press release and budget resource links). DHSS is working to provide an impact summary to further explain cuts and vetoed items.
► Ebola Monitoring: The CDC is reporting 1,274 confirmed Ebola disease cases as of 6/27/26 caused by the Bundibugyo virus (BVD) in the Democratic Republic of the Congo (DRC) (up from 1,048 last week) and 20 confirmed cases in neighboring Uganda (stable from last week). A fourth province in DRC bordering South Sudan is also now reporting a case. This outbreak is likely to last for months. To date, no Ebola cases associated with this outbreak have been reported in the United States, and the risk to the general public is considered low. People with suspected or confirmed BVD, and asymptomatic people with high-risk exposures, are not permitted to travel into the United States until cleared by public health officials.
As of June 29, Missouri has been notified of nearly 70 low-risk travelers, several of which have completed the 21-day monitoring period. DHSS receives early notification from CDC of any low-risk travelers from affected countries coming into Missouri and has established public health monitoring of these individuals through partnership of all local public health agencies (LPHA). Contact information received from CDC is timely but sometimes limited. DHSS is developing guidance for healthcare providers in Missouri based on current CDC guidance to coordinate and ensure proper patient care and appropriate precautions if any travelers need to be seen by a healthcare provider.
► World Cup: A World Cup Daily Situation Report has been prepared daily since June 10 providing situational awareness regarding hospital status, environmental public health indicators and several communicable disease surveillance lines of information. The status continues to be largely unremarkable, not out of the typical range of public health activities for the region at this time of year. DHSS programs continue to work with LPHAs to maintain a heightened awareness of cases or trends and respond to typical public health communicable disease and environmental threats that could impact the World Cup activities or the region. There has been no request for assistance from healthcare partners in the region. The concern shared among all host cities is currently heat-related illnesses.

► New DHSS Website: DHSS’ Office of Public Information offers LPHAs the opportunity to preview the new draft DHSS website. The site is still in development and will not be publicly available until July 14, but your feedback is invited. Please visit the test site at https://health-new.mo.gov/ and use the following log in information:

► CORE Invoicing: A new CORE invoicing SmartSheet link has been added to CLPHS page and Contracts page. The Link will be activated on July 7 and an automated reminder will be emailed to LPHAs. The DHSS financial system is closed from July 1, 2026 to July 8, 2026 preparing for the new fiscal year. During this shutdown CLPHS is unable to process invoices until July 8 when the system opens back up. Please submit June invoices after July 7, 2026.
► PHIG: DHSS has been invited to apply for the next round of accreditation assistance funding with a deadline in August. Work would begin 12/1/2026 through 11/30/2027. Nicole Cooper will email details on how LPHAs can apply and who is eligible to apply.
► CHIP HSI: CLPHS is planning to start a CHIP HSI collaborative in September. Quarterly meetings will be held after each quarter’s expenditures are submitted. Participants can review due dates and discuss expenditures, ask questions, and participate in open discussion. Look for an invitation coming soon from Nicole Cooper.
► BEHS Virtual Training Academy: Lecture-style instruction will be held July 28- 30, covering an overview of programs, environmental fundamentals, and emergency response. The objective of the Training Academy is to provide a basic level education/understanding of the expectations of an EHS. This Training Academy is being offered four times throughout 2026, with the hope that participants attend all four Academies. Repeated exposure to the same information results in new information being absorbed each time and new questions being generated based on the day-to-day work individuals have done since the previous training period. Sessions begin at 9:00 am on July 28. Sessions will not be recorded. Visit the Hub Calendar for links to each session. The next Academy session will be held October 27 – 29.
► Senior Employment Input: The Division of Senior and Disability Services is seeking public input for the two-year modification to the Missouri Senior Community Service Employment Program (SCSEP) state plan as required by the U.S. Department of Labor. The Plan is available for comment through July 7, 2026. The Plan can be accessed through Box.com at the following link: https://stateofmissouri.app.box.com/v/SCSEPStatePlanModification

RHTP Updates
► ToRCH Care Hub Onboarding & Operations Procedures Manual is now available. It serves as the primary operational guide for ToRCH Care Hubs. It outlines the end-to-end process for Hub onboarding, governance and leadership structures, operating and support models, roles and responsibilities, localized programs, standard operating procedures, and data and assessment tools. It also includes key templates, tools, and sample materials to support Hub planning and ongoing operations. The Manual is designed to support Hub Anchors and members, Regional Care Networks (RCNs), and other partners and stakeholders involved in establishing and operating ToRCH Care.

► 7/1/2026: The U.S. death rate drops to its lowest point on record, even though flu and pneumonia death rates increase, leaving them among the top 10 causes of death. (link)
► 7/1/2026: CDC reports 48 cases of West Nile Virus so far this year, compared to an average of 10 by the same time each year. Missouri has no reported cases to date. (link)
► 7/1/2026: CDC is investigating reports of 145 cases of the intestinal illness cyclosporiasis across 17 states between May 1 and June 16, 2026. The illness is spread by consuming food or water that contains the parasite. A single link has not been identified, and Missouri has no reported cases. (link)

OPPORTUNITIES
► Infant Manikans: DHSS’ Prenatal Substance Use Prevention Program is seeking community organizations interested in using life-like infant manikins for education and outreach. Participating organizations receive two sets of infant manikins, one for use for their own education and outreach activities and one to loan to other organizations in their community. The manikins compare the appearance of a healthy infant with an infant affected by prenatal alcohol and drug exposure. They can also be used to teach about tobacco exposure and safe sleep. These educational tools help people understand how substance use during pregnancy can affect a baby’s health. ► Grants for Parks and Outdoor Spaces: The Outdoor Recreation Legacy Partnership Program (ORLP) Grant Round is now open. If your community is looking to create vibrant new outdoor spaces or breathe new life into existing parks, this is your chance to secure major funding with grant amounts ranging from $300,000 minimum up to a maximum of $15 Million! This nationally competitive grant (funded via the Land & Water Conservation Fund) is designed to enhance recreation opportunities and connect people with the outdoors. Applications are open to the following entities located within or administering a qualifying urban area (population of 25,000+): state agencies, local governments (cities, counties, and park districts) and federally recognized Indian Tribes or Native American community organizations. ► Jul 29, Overdose Fatality Review Summit, hosted by DHSS Overdose Data to Action in States team and Overdose Response Strategy (ORS) partners. On site training in Jefferson City for up to 100 Missouri LPHA staff and local partners (coroners/medical examiners, public safety, EMS, hospital ER, behavioral health) to increase the number of local overdose fatality review (OFR) boards in Missouri. Learn what an OFR is and how it can be used to guide overdose prevention and response within a community. Identify local partnerships to establish and conduct OFRs, understand overdose data systems and how to use the data to effectively guide the OFR process, understand how to prioritize and select cases for review, and see how an OFR operates. ► Sep 1 – 2, Fall Preparedness Summit, in Jefferson City, hosted by DHSS’ Office of Emergency Coordination with the Public Health Emergency Preparedness (PHEP) Program and the Hospital Preparedness Program (HPP). This will replace the traditional Fall Planners Meeting.
