DHSS UPDATES
► National Public Health Week (NPHW): Help celebrate and raise awareness of Public Health in Missouri during NPHW April 6 - 12. Available resources are listed below:
- Social media content featuring Missouri's FPHS model (under April in the Hub's Resource Library)
- MOPHI "Faces of Public Health" (details under Opportunities section of this Bulletin)
- American Public Health Association (APHA) social media toolkit
► Vaccine Media Campaign: DHSS will launch a media campaign that will run from April–August 2026 with a focus on the lifesaving abilities of vaccines. The media plan will educate audiences on the importance of speaking with a health care provider about vaccinations and knowing one’s vaccination status. DHSS’s contractor will pull third-party research and media inventory availability to determine the appropriate budget level, media usage and technology habits of the target audience. Assets will be marketed most heavily in months when vaccine decisions might occur more often (e.g., back-to-school season, etc.) and when major events are to occur, specifically the World Cup summer.
A special phase of the campaign focuses on summer events to address potential superspreader risks from high tourism in Kansas City, St. Louis, and Springfield. DHSS’s contractor will develop creative concepts specifically for MMR-related ads that will also include education on how to check one’s vaccination status. We will also develop LPHA toolkits with turnkey social graphics and fact sheets for LPHAs to distribute.
► World Cup: The DHSS Office of Emergency Coordination collaborated department-wide to provide internal staff and external partners an online portal for 'all things' World Cup. Please note: This site is not intended for public consumption. As with all things on the LPHA, please do not share Hub links externally.
► Summer Food Service Program (SFSP): Training will be offered from 9:00 - 11:00 am on April 7, 13 and 21. Attendance at one of these sessions is required for agencies who will be conducting SFSP and At-Risk inspections. Connection informaion will be sent out to participating LPHAs closer to the date.
► Incentive Funding: The fiscal year for incentive funding will end soon. Key activities to complete by deadlines including the following:

April 28, 2026: Submit evidence of current accreditation (either PHAB or MICH) to receive incentive credit.
- LPHA Administrator or Deputy Administrator must complete two grant management educational sessions (including assignments) hosted by MOPHI. LPHAs do not need to submit proof of attendance, as MOPHI will submit the attendance list to CLPHS.
- Complete the Adult Mental Health First Aid Course by Mental Health First Aid Missouri. If you attended, CLPHS has proof of your attendance. If you completed the training outside of the fiscal year, but your certification is valid through July 2026, submit a copy of your certificate to CLPHS by April 28, 2025.
- LPHA Administrator or Deputy Administrator attend the 2025 LPHA Fall Regional Meeting. CLPHS has a record of attendance.
- LPHA Administrator or Deputy Administrator attend one of the 2026 LPHA spring Regional Meeting sessions. CLPHS will record attendance.

View current Incentive Funding progress on the Hub. The attendee list for the Grants Management Training will not be updated until after the April 28th session.
- If you believe CLPHS has missed anything, email Mary Blevins and send verification of the completed measure.
- LPHAs will receive an invoice by email no later than May 5, 2026, from CLPHS that reflects payment for all Incentive Program items for which CLPHS has received proof of completion. If you agree with the information on the invoice, sign it and return it. If you disagree, contact Mary Blevins.
- All signed invoices must be received by DHSS by COB on May 8, 2026. Invoices received after May 8, 2026 may not be paid.
► CHIP HSI: Quarterly net expenditure reports for Jan 1, 2026 – Mar 31, 2026 are due by COB May 13, 2026. Please use the previous report you submitted by clicking the QE 03-26 tab at the bottom of the sheet to insert this quarter’s expenditures. All forms must be signed and submitted via email to CLPHSCHIPHSIReports@health.mo.gov. The form will allow an electronic signature to certify expenditures. This is continuing the modified total direct costs (MTDC) reporting. Please continue to keep an electronic copy of the CHIP H.S.I. Net Expenditure Report(s) submitted each quarter. One report form (for each CHIP H.S.I. program) will be used to submit expenditures for the entire year (four quarters for the period QE 9/30/25 through the QE 6/30/26). ► 3/31/2026: The Senate has not yet confirmed Dr. Casey Means for U.S. Surgeon General despite the push from the White House. She has previously depicted vaccines, birth control and pesticides as dangerous to human health. (link)

► 3/31/2026: An antidepressant called fluvoxamine reduces fatigue in people with long COVID, at least in the short term, according to a study of 399 people in Brazil where the drug was tested against a placebo. (link)
► 3/28/2026: More than 10 million grill brushes made by Nexgrill and sold at Home Depot were recalled after discovering the wire bristles may detach and be ingested. (link)

► 4/1/2026: Missouri’s contract to manage the state cannabis program is open for bid, and the Florida-based company Metrc may be replaced. (link)
► 3/31/2026: The new 225,000 square foot hospital at Fort Leonard Wood will begin hosting patients next week. (link)

► Workforce: The Heartland Center for Population Health and Community Systems Development at Saint Louis University is hosting a Spring 2026 webinar series April 7 – 28, focused on strengthening the public health workforce. These one-hour sessions will feature speakers from multiple sectors who will share insights on emerging trends, practical skills, and innovative approaches to improving community health. ► Training: Missouri Rural Health Association launches a new Learning Management System to serve as a central hub for training and resources tailored to meet the needs of rural providers, advocates, and communities.
► Tobacco Prevention: Massachusetts Department of Health released a report in March stating restricting menthol cigarette sales in the state has reduced smoking prevalence by 1.37 percentage points since 2020 and is projected to generate nearly $200M in healthcare cost savings over 10 years.
► Executive Orders: ICYMI, the Network for Public Health Law shares the recording and slide deck from the webinar "Public Health Impacts of the 2025 Executive Orders: An Overview of the Network’s Executive Order Tracker."

WEBINARS/TRAINING/CONFERENCES
► Apr 15, 1:00 - 3:00 pm, Grant Management and Compliance Training, Part 2, hosted by Missouri Public Health Institute. Register
► Apr 28 - 30, Virtual Training Academy, hosted by DHSS BEHS. This live session runs 9:00 – 11:00 am and 1:30 – 3:00 pm with an extended lunch hour. Content will include environmental fundamentals, emergency response, and programs. The session will not be recorded. The target audience is new Environmental Health Specialists (EHS) with three years or less on-the-job experience, but seasoned inspectors and administrators are welcome to attend. Before the session, please read the relevant sections of the Environmental Health Operational Guidelines (EHOG). Download and print any relevant forms you may need to reference from the EHOG Appendix. Familiarize yourself with additional resource materials. Registration also includes an interactive afternoon workshop focused on leading with engagement, inviting participants to practice tools that strengthen recognition, responsiveness, and reflection within their teams. ► May 28, 12:00 - 1:00 pm, A Systems Approach to Preparing the Health Workforce for Social Determinants of Health, hosted by University of Missouri. This seminar offers a forward-thinking exploration of how the health workforce can be better prepared to address social determinants of health (SDOH) through coordinated, multisector action. Register
► Sep 9 – 10, Fall Preparedness Summit, in Jefferson City, hosted by DHSS’ Office of Emergency Coordination with the Public Health Emergency Preparedness (PHEP) Program and the Hospital Preparedness Program (HPP). This will replace the traditional Fall Planners Meeting. Location, detailed agenda, and session times are being finalized, but attendees can expect engaging sessions on emergency preparedness and networking opportunities with partners across the state. Additional details, including a registration link, will be shared closer to the date.
