Coordinating Board Certifies Performance Measure
On Tuesday, Jan. 21, the Coordinating Board for Higher Education (CBHE) certified the final measure for institutions’ performance funding. That measure, which is included in the statutory performance funding framework, focuses on graduate outcomes. Performance funding was not included in the Governor’s recommended budget for FY 2021.
Senate Gubernatorial Appointments Committee Update
Dudley McCarter’s appointment to the Coordinating Board for Higher Education will likely be considered by the Senate Gubernatorial Appointments Committee on Wednesday, Jan. 29. His appointment was originally scheduled for Jan. 22 but was postponed because of good family news.
Mr. McCarter, a St. Louis resident, is a founding member of Behr, McCarter & Potter, P.C. He previously served as president of the Missouri Bar and the St. Louis County Bar Association, and was a captain in the United States Army Reserves.
Upcoming Department of Higher Education and Workforce Development Budget Hearing
The Department of Higher Education and Workforce Development is scheduled to testify before the House Budget and Senate Appropriations committees in February. Details are below:

House Subcommittee on Appropriations Public Testimony Hearing
The House Subcommittee on Appropriations—Education, chaired by Rep. Rusty Black (R-Chillicothe), convened on Tuesday, Jan. 21 to hear testimony from the Department of Elementary and Secondary Education (DESE) and public testimony about education spending. During the first segment of the hearing, DESE Commissioner Margie Vandeven shared how DESE continues to work in collaboration with higher education to promote career readiness and awareness. She also outlined DESE’s other priorities, including early learning and early literacy, safe and healthy schools, growth based learning, and implementation of more resources and support.
Public testimony included remarks from the Missouri Telehealth Network, Independent Colleges and Universities of Missouri, and Keep Me College. As was the case in the Senate Appropriations public testimony hearing last week, much of the testimony pertained to increased funding for Access Missouri.
The Scholarship Foundation of St. Louis’ Karissa Anderson and Allison Williams of St. Louis Graduates testified in support of increasing need-based aid through funding of Access Missouri, allowing undocumented students to pay in-state tuition to attend Missouri colleges, and making A+ a first-dollar program so Pell recipients who earn A+ can use funds to attend community college and use Pell to pursue bachelor’s degrees.
