Conservation Commission Action – August 2018


The Missouri Conservation Commission met at MDC Headquarters, 2901 W. Truman Blvd. in Jefferson City, on Thursday, Aug. 23, for a budget workshop followed by its closed executive session and on Friday, Aug. 24, for its regular open meeting and a closed executive session. 

Commissioners present were:


PRESENTATIONS

The Commission received the following presentations/reports:

  • Communications Update -- Heather Feeler, Communications Chief
  • Report of the Regulations Committee, including recommendations for changes to the Wildlife Code of Missouri identified during the mid-year review -- Mike Hubbard, Deputy Director and Chair, Regulations Committee
  • Nontoxic Shot Regulations Proposal -- Norman Murray, Interim Wildlife Division Chief
  • Fiscal Year 2018 Year-End Financial Report -- Andrew Bond, Financial Services Chief 
  • Fiscal Year 2018 Year-End Report of Information Technology Projects Completed -- Douglas Fees, Information Technology Services Chief
  • Fiscal Year 2018 Year-End Report of Major Construction Projects Completed -- Jacob Careaga, Design and Development Division Chief 


ADMINISTRATION

The Commission:

  • Recognized staff for receiving the following awards:
    * Midwest Association of Fish and Wildlife Agencies Fisheries Biologist of the Year Award to Bruce Drecktrah, Fisheries Field Operations Chief.
    * 10 Association for Conservation Information (ACI) awards to Outreach and Education Staff: Bonnie Chasteen, Stephanie Thurber, Les Fortenberry, Karen Hudson, Kevin Lohraff, Matt Seek, Cliff White, Larry Archer, David Stonner, Dan Zarlenga, Lucas Bond, Kipp Woods, Kevin Muenks, Peg Craft, Nop Paothong, and Marci Porter.  
  • Approved recommended changes to the Wildlife Code of Missouri identified during the mid-year review.
  • Accepted the donation of approximately 2.8 acres in Platte County as an addition to Anthony and Beatrice Kendzora Conservation Area.
  • Approved the advertisement and sale of an estimated 1,222,395 board feet of timber located on 498 acres of Compartment 21, Current River Conservation Area in Shannon County.
  • Approved the submission of estimated Fiscal Year 2020 appropriation requests to the Office of Administration budget director pursuant to Section 33.220 RSMo 
  • Suspended or revoked one or more hunting, fishing, or trapping privileges of 14 individuals for cause:
    1. James B. Buechter, Eugene, Hunting, 1 Year;
    2. Wynne R. Devorss, Trenton, Fishing, 1.5 Years;
    3. Kristopher W. Elliott, Boonville, Trapping, 1 Year;
    4. Caleb J. Finnie, Anniston, Hunting, 1 Year;
    5. Jamie S. Floyd, Browning, Hunting, 3 Years;
    6. Eddie D. Hill, Aurora, Hunting, 9 Years;
    7. Preston J. Keisker, Battlefield, Hunting, 2 Years;
    8. Edward Little, Brookfield, All Sport, 1 Year;
    9. Lucy Little, Laclede, All Sport, 1 Year;

  • Suspended or revoked all hunting and fishing privileges of 243 individuals who are not in compliance with applicable child support laws.
  • Suspended or revoked one or more hunting, fishing, and trapping privileges of 367 individuals in accordance with the terms of the Interstate Wildlife Violator Compact.
  • Approved 2019-plan-year recommendations for the Conservation Employees’ Benefits Plan.
  • Set the next regular meeting for October 11-12, 2018.
