Open enrollment for 2023 coverage starts in just over three weeks, on November 1, and I’m glad to report there’s good news for Minnesotans buying insurance through MNsure.
The expanded tax credits – available only through MNsure -- first made available in 2021 were extended through 2025. This means more generous subsidies continue, including for middle-income Minnesotans who weren’t able to access tax credits before.
In fact, you can save hundreds of dollars a month on premiums if you shop for coverage through MNsure. Now that final rates are available from the Minnesota Department of Commerce, we project that Minnesota families who receive tax credits will save $560 per month on average.
Minnesotans will have an impressive range of choices during our tenth open enrollment. This year, all seven health and dental insurance companies are returning to partner with MNsure, and we are welcoming a new dental insurance company to the marketplace. MNsure’s partners are offering 37 more health plans than in 2022, and every county will have at least two insurers to choose from, with most (all but four) having three or more insurers.
With the expanded tax credits and the number of new plans available, it’s important to be sure you’re getting the right plan at the right price, even if you are renewed into 2023 coverage.

Minnesotans who need health insurance will have many places to go to for free help during the upcoming open enrollment period.
MNsure is partnering with competitively selected insurance agencies to provide broker enrollment centers in 18 locations. This program is in its ninth year. The selected agencies run convenient walk-in sites that offer comprehensive support to consumers looking for enrollment help. There are also hundreds of other MNsure-certified brokers around the state who offer help.
MNsure also awarded $4.2 million in grants to 22 organizations to support increased outreach and enrollment help in communities across the state. These organizations employ MNsure-certified navigators who help Minnesotans connect with affordable and comprehensive health coverage. The grants will enhance their ability to reach more people, with a focus on populations experiencing the lowest rates of insurance, significant health disparities, and greatest barriers to enrollment.

When you experience big life events like getting married, having a baby or moving, you can be eligible for a special enrollment period to enroll in 2022 coverage.
