Jensina Rosen hired to lead Home and Community Based Services for St. Louis County
St. Louis County has hired Jensina Rosen to lead the Home and Community Based Services Division of its Public Health and Human Services Department. Rosen most recently worked for the Minnesota Department of Human Services, serving as Program Integrity Coordinator for the Aging and Disability Services Administration (ADSA).
The County's Home and Community Based Services Division is responsible for waiver programs including assessment and case management for adults and children. These programs provide support for people with disabilities, including intellectual disabilities, and for people with aging needs, so they can remain integrated in their communities. In this role, Jensina will oversee a staff of 110 who together provide services for approximately 3,700 residents annually.
"Jensina is a strategic human services leader and skilled public administrator, and we're excited to have her join our leadership team," said Linnea Mirsch, Deputy County Administrator – Community & Human Services. "She is committed to building equitable, person-centered service systems that support people with disabilities and older adults to live their best lives in communities of their choice, while staying focused on administering these services with the highest level of integrity."
Rosen brings to the role 20 years of social work experience across a variety of fields, including home and community‑based services, income assistance programs, housing and homelessness, and corrections. This includes time with St. Louis County where she previously served as Housing and Homeless Program Specialist.
Rosen holds a bachelor's degree in Social Work from The College of St. Scholastica and a master's degree in Social Work from the University of Minnesota Duluth. She replaces Terry McCabe in leading the Home and Community Based Services Division. McCabe now leads the county's Behavioral Health Division.
