St. Louis County Public Works hosts input meeting as it studies two intersections near Lowell Elementary School in Duluth
St. Louis County Public Works engineers are conducting planning studies for two intersections near Lowell Elementary School. As part of this work, the county is hosting a public meeting to get input from neighbors and anyone who regularly travels through this area. The meeting will be Tuesday, March 11, at 6 p.m., in the St. Scholastica Student Center, 1200 Kenwood Avenue. The meeting also will be livestreamed for anyone wishing to attend virtually.
The traffic studies are looking at the intersections of Rice Lake Road (CSAH 4) at Barnes Road, and West Arrowhead Road at Madison Avenue. The intersections are being studied as a pair because changes made to one could potentially impact access and safety at the other.
The intersection of Rice Lake Road and Barnes Road is used by parents and guardians to drop-off and pick-up students from Lowell Elementary, and is also an access route for residents of Aspenwood Condominiums and Campus Park. The intersection of West Arrowhead Road and Madison Avenue is also an access point for Aspenwood Condominiums
The studies will focus on intersection controls, lane configurations, accommodations for pedestrians and bicyclists, and creating complimentary intersections. The goals include: improving safety for Lowell Elementary students, staff, and families arriving at and leaving the school, reducing or eliminating backups on Rice Lake Road for traffic accessing Lowell Elementary, improving access for Aspenwood and Campus Park residents, and improving multimodal access for the Rice Lake Road corridor and regional connections. The outcomes of these studies will be used to support future funding requests to construct the recommended improvements.
