CART exercise in Duluth

Yesterday, members of the Lake Superior Child Abduction Response Team (LSCART) participated in a training exercise in the Hunters Park neighborhood of Duluth. This training was focused on neighborhood canvassing, which has repeatedly proven to be one of the best ways to gather information quickly.


LSCART was formed in 2016 by law enforcement agencies throughout St. Louis, Carlton, and Douglas Counties. The idea of CART is to have a team that is prepared to respond to a missing child emergency as quickly as possible. When LSCART responds to one of these incidents, we use the principle of force multiplication to bring personnel, resources, and equipment together. We have learned that speed is crucial, and every moment spent searching for resources is time away from searching for the child. LSCART prepares ahead of time with extensive training, such as the one performed yesterday.


When a child goes missing, there are many ways in which the community may be notified; this includes through social media, press releases, or amber alerts. When residents receive these notifications, we ask them to remain extra vigilant and do their best to be as observant as possible. Details are crucial in gathering as much information as quickly as possible. Pay attention to descriptions of people and vehicles. If your home has security cameras, please check that footage for anything that might help. Even if the incident isn't a child abduction but instead a missing child, we ask that you check your property and any outbuildings where a child may seek refuge. We live in a climate with rapid temperature changes and an environment with many natural hazards that could put a missing child in greater danger.


The LSCART would like to thank the community of Hunters Park and the Glen Avon Presbyterian Church for their incredible hospitality during yesterday's exercise. If it weren't for the residents of our three-county region, we could not be as successful as we are!
