Traffic signal improvements set for Duluth's Woodland/Snively intersection
Construction of the Woodland Avenue and Snively Road intersection was completed in October. However, issues with the new traffic signal system at the intersection have led to long delays for motorists, in particular for northbound vehicles on Woodland Avenue turning right onto northbound Snively Road.
The delays are caused by a combination of factors: the signal timing in the signal controller, wiring in certain signal heads, delay in the delivery of pedestrian push buttons which required the pedestrian walk phases to be displayed for each signal cycle, and pedestrian push buttons that needed to be reprogrammed. Additionally, the new fiber optic cable connecting the traffic signal controllers between Woodland/Snively and Woodland/Arrowhead has not yet been completed, preventing signal timing coordination between these two closely spaced traffic signal systems, so when one intersection is backed up it affects the other intersection.
St. Louis County and the City of Duluth have been actively working to resolve these issues since the intersection was opened to traffic in late October. They have developed a plan of action, which is anticipated to be implemented during the week of December 5. It is expected that there will be significant improvements for movement of traffic through the intersection once these issues are resolved. Specifically, the red right arrows facing traffic on northbound Woodland Avenue will be displayed less frequently than they currently are being displayed, which should result in minimal delay for northbound vehicles on Woodland Avenue turning right onto northbound Snively Road.
