2018 in Review

Do you know that St. Louis County has a Continuous Improvement (CI) Program? If you’d like to get a sense of things that the program focused on in 2018, read this month-by-month overview. CI Champions (St. Louis County employees who have experience working with continuous improvement methodologies and serve as a resource to others who would like guidance in how to improve something) will share a tidbit related to continuous improvement each month for 2019.

January 2018

Public Health and Business Services employees came together to discuss how to maximize third-party billing reimbursements in maternal health.

 

2018 CI Video

February 2018

The CI Champions team created a new video to further spread awareness about St. Louis County’s Continuous Improvement Program. If you missed the original video, you may also want to take a few minutes to learn the What and Why of CI.

 

March 2018

The Victim/Witness Advocate and Special Projects Coordinator in the Attorney’s Office identified potential areas of improvement in the victim/witness process. The goal was to fill in gaps in the process, provide better service to victims, and avoid duplication of efforts.

 

April 2018

Employees within the Public Health and Human Services department reviewed the workflow of services provided to people 65 and over. This two-part project was to reduce the number of handoffs of cases and to propose ideas for making caseloads more manageable.

 

CI Traffic Signal Team

May 2018

Public Works organized a continuous improvement session to review traffic signal management to improve communication with community partners, review best practices, and prioritize issues.

June 2018

Employees within the Land & Minerals Department and Planning & Community Development documented the process of tax-forfeited properties going to auction.

 

July 2018

A group of Public Health and Human Services employees who handle out-of-home placements met to discuss how they will handle the new documentation requirements to demonstrate compliance with the federal Indian Child Welfare Act (ICWA) and state Minnesota Indian Family Preservation Act (MIFPA) standards.

 

August 2018

Several employees took part in a two-day training course from the Institute of Cultural Affairs, called ToP Facilitation Methods Workshop, to develop engagement, team-building and facilitative leadership skills—learning the Focused Conversation Method, Consensus Workshop Method and Action Planning Method. These tools have helped multiple departments make improvements in their workflow and processes.

September 2018

The Auditor’s Office, Public Records and Property Valuation and Information Technology joined forces to make improvements to the Auditor Transfer File (ATF) process—how real estate changes are processed in the County.

Land Sale Team

 

October 2018

A CI Champion took part in a Disney training session (in Minneapolis) to gain insight into how an agency is perceived. Topics around percentages of employees who are actively engaged versus actively disengaged, or somewhere in-between, were discussed. And those in attendance were encouraged to think about what a new employee’s first day looks like at their agency. It was recommended that organizations take a survey of the last 10/50/100 employees who were hired and get their feedback.

Sheriff Star

Employees from the Sheriff’s department held a CI event to change their phone trees to better serve the public. These changes should get callers the information they need quicker and with fewer transfers.

Depot building

November 2018

A Consensus Workshop training was held for St. Louis County employees, and the County’s Depot Subcommittee—assigned to review the operations of the St. Louis County Heritage and Arts Center (the Depot)—presented to the County Board its plan for improving the operational model at the Depot.

 

December 2018

Changes were made to the Assessor phone tree in an attempt to prevent the Auditor’s Office from getting so many calls that should have gone to the Assessor’s Office. The effectiveness of this message will be revisited within the first quarter of 2019.
