Final stage of 4th Street construction project begins Monday
The final phase of the multi-year project to rebuild approximately two miles of 4th Street and replace the utilities beneath in Duluth will resume on May 7. Beginning Monday, 4th Street will be closed between 22nd Avenue East and Wallace Avenue. Crews will be paving the road; constructing curbs, gutters and sidewalks; installing street lighting; and landscaping.
There will be no posted detour for the road closure. To ease traffic flow throughout the neighborhood, there will never be more than two adjacent avenues closed at the same time for vehicles crossing 4th Street.
The project is expected to be complete in June.
With a total price tag of $13.8 million, the rebuilding of 4th Street is the largest single project ever for St. Louis County Public Works, surpassing both the Haines Road and Highland Street projects.St. Louis County and the City of Duluth are partnering on the project, which involves
reconstructing 4th Street for the first time in 30 years, and replacing water, gas and sewer lines underneath, some of which are more than 100 years old. Funding comes from federal and state aid, city funds and transportation sales tax revenue.
