Paula Stocke named to new position of Children and Family Services Director for northern part of county

With the need for support for children and families in St. Louis County at continuing high levels, St. Louis County Public Health and Human Services (PHHS) has restructured one of its divisions to better serve all families and handle the high workload. The Children and Family Services Division now will have two leaders - one for the northern part of the county and one for the south.


Paula Stocke has been named Children and Family Services Director, based in Virginia. Stocke also will serve in a senior manager capacity supporting the work of all PHHS divisions and staff and working with key partners to deliver programs and services in northern St. Louis County. Meanwhile, Holly Church, who has served as Division Director since 2013, will continue to serve as Children and Family Services Director based in Duluth.


"In a county as large as St. Louis County, both in terms of geography and population, we recognized the need to invest more resources to serve the critical need of helping families and keeping children safe," said County Board Chair Keith Nelson. "This position provides additional  resources, better balances the delivery of services, and recognizes the leadership needs throughout the county."


Stocke has worked for St. Louis County Public Health and Human Services since 2001 in a variety of roles that centered around child protection. She was promoted to Social Service Supervisor for the Child Protection Intake Unit in Virginia in 2009, a role she has served in ever since.


She has a Masters Degree in Education, Guidance and Counseling; and is a licensed marriage and family therapist. Prior to joining St. Louis County, she served as director of the North Shore Collaborative, which addressed family services and children's mental health needs for Lake and Cook County and the Grand Portage Reservation.
