Mark Monacelli to retire after leading Recorders Office since 1987
The man who championed a true county assessment system, the modernization of the Recorders Office and real estate e-recording services during a 31-year career serving St. Louis County, has announced he is retiring.
Mark Monacelli, the director of Public Records and Property Valuation plans to retire at the end of March. He began working for St. Louis County in 1987 when voters elected him County Recorder. Monacelli continued in that role when it was changed to an appointed position in 1991, His role was expanded to Director of Public Records and Property Valuation, to work with the Assessor's Office in 2010.
Monacelli's accomplishments are many, but some of his more significant contributions include leading the efforts to change the county's assessment system from a combination of staff and independent contractors to what it is now - a true county assessment system made up of all county staff assessors. This ensures consistency and fairness in assessments across the county. Monacelli also has been a visionary in the area of e-recording, improving efficiencies in his office while helping set standards at the national level.
Monacelli is particularly proud of the work he did to help create the Property Records Industry Association, a non-profit, public-private partnership that creates standards for the land record industry within the United States, and then leading the team that created the national infrastructure to electronically record real estate documents.
"Today, almost 50 percent of the documents in the Recorder’s office are recorded electronically and this saves us a significant amount of time," said Monacelli.
Monacelli has served as president of the Property Records Industry Association, National Association of County Recorders, Minnesota Association of County Officers and the Minnesota County Recorders' Association. He also has received numerous national and state awards for distinguished service and leadership.
"It has been an honor and a privilege to serve as the St. Louis County Recorder and then the Director of Public Records and Property Valuation," said Monacelli. "I am thankful to have worked with a very supportive staff and co-workers, county administration and the county board, and together we have created efficiencies, streamlined service delivery and created new business models to better serve the public and save valuable tax payer dollars."
"Mark thinks strategically while always putting employees and citizens first," said County Administrator Kevin Gray. "His ability to be a change agent locally and nationally have made him a valued resource and true impact player, and we are going to miss him."
The County currently is conducting a search for a replacement for Monacelli, with plans to hire a new director in March to ensure a smooth transition.
