Reconstruction of 4th Street begins Monday, July 18

 

The reconstruction of 4th Street in Duluth begins Monday, July 18. A two-block segment of the road, from 8th to 10th Avenue East, will be closed to all traffic. Additionally, gas line work will begin between 12th and 14th Avenues East. This portion of the road will remain open to traffic, but the sidewalk and shoulder will be blocked, and motorists should expect delays.


Within two to four weeks, as work progresses, the project area and road closure will expand to include 6th to 8th Avenues East. Meanwhile, utility work will progress to the east to as far as 18th Avenue East.


KGM Contractors of Cook, Minn., is the contractor for the project. Crews will be working Monday through Saturday, and motorists are urged to slow down, pay attention and use caution when traveling in and near the work zone.


St. Louis County and the City of Duluth are partnering on the project, which involves reconstructing approximately two miles of 4th Street for the first time in 30 years, and replacing the water, gas and sewer lines underneath, some of which are more than 100 years old. With a total price tag of $13.8 million, it will be the largest single project ever for St. Louis County Public Works, surpassing the rebuilding of both Haines Road and Highland Street following the 2012 flood. Funding for the project comes from federal and state aid, city funds and transportation sales tax revenue.


The full project is expected to span two construction seasons. This year's portion of the project should be complete by November 18, and includes all work between 6th and 10th Avenues East. The contract includes additional incentives for work to be completed between 10th and 14th Avenues East this year.


To minimize disruption, directional signs will be placed along the detour route indicating access points to local businesses. The Duluth Transit Authority will use a temporary detour route going south and around the project zone, with eastbound buses rerouted to 2nd Street, westbound buses using 3rd Street.
