Beginning September 22, traffic on 2nd Street SW will shift to maintain one lane in each direction between 18th Avenue SW and 23rd Avenue SW. As part of this work:
- The north side of the intersection at 19th Avenue and 2nd Street will be completely closed.
- Sidewalks, bike lanes and crossings on the north side of 2nd Street SW in the impacted area will also be closed.
- These impacts are anticipated to continue until November 2025.

Beginning September 29, the intersection of 3rd Avenue SE and 6th Street SE will be fully closed. The closure is anticipated to last until October 27, 2025.

Traffic will be detoured onto Broadway Avenue S, accessible from 4th Street SE or 9th Street SE. Sidewalks at the intersection will be fully closed and pedestrians are encouraged to take alternate routes.

Access to parking lots and businesses will be maintained.
2nd Street SW (West End)
Construction crews will begin milling and grinding of the roadway between 31st Avenue NW and 1st Street NW on September 23, preparing the site for future utility installation.
Sidewalk Access:

The sidewalk on the north side of Second St. SW between 11th and 12th Avenues is currently closed, with access maintained to the businesses in that space

Restoration efforts are ongoing on the south side of 2nd Street between 11th and 12th Avenues SW.

19th Avenue SW
Traffic control will be in place as construction crews begin roadwork including removing existing pavement and relocating utilities. By mid-November, the new Link bus station at this location is scheduled for completion. 23rd Avenue SW
Storm sewer installation and utility relocation are advancing with two-lane improvements and will be completed next week. By mid-October, the new RPT bus station at this location is scheduled for completion.

6th Street SE and 3rd Avenue SE (East End)
- Utility relocations, conduit installation, and concrete work remain ongoing.
- Station construction at the East Terminus is expected to begin shortly.
Additional Updates
West Transit Village
Work remains on schedule for West Transit Village. Milling operations are planned for next week. As part of adjacent construction, relocation of the Cascade Lake Trail will also be resolved in the coming days.
Maintenance Bay Addition
Preparations are underway for the new maintenance bay addition at the Transportation Center. Construction will begin in early-October with installation of underground utilities and footings, followed by prefabricated wall panels in the spring.
As part of “A Week Without Driving” join the Link team on Wednesday, October 1, for special Link Construction Tours at 3:30 p.m. and 5:30 p.m. This is your chance to step onto the active construction site along Second Street SW and get a behind-the-scenes look at the future of Rochester’s transit system.
The guided tour will highlight the location of the upcoming pedestrian tunnel, share how the team is maintaining business access during construction, and provide insights into the progress of the Link Bus Rapid Transit project. Tours will begin at the intersection of 1st Street SW and 11th Avenue SW—don’t miss this exciting opportunity to see firsthand how Link is taking shape in our community!
