Gerritt Bangma, Construction Management Consultant Team Lead, Kimley-Horn As the lead for the Construction Management Consultant team, Gerritt Bangma serves as the primary point of contact for project staff coordinating services across Kimley-Horn, Bolton & Menk, AET, PE Services and HSE Global. With over twenty years of experience in civil construction, Gerritt has managed more than $400 million in infrastructure projects across both public and private sectors. His diverse background spans heavy-civil contracting and government project management, equipping him with a unique ability to anticipate challenges, navigate complex negotiations and deliver practical, win-win solutions for all stakeholders. Gerritt is a licensed Professional Engineer in Minnesota and earned his Bachelor of Science in Civil Engineering from the University of Wisconsin–Madison. A firm believer in collaboration and communication, he leads multidisciplinary teams through high-stakes projects with a focus on minimizing disruption and maximizing impact.
Fun facts: Gerritt has visited 54 of the 63 U.S. national parks, lived in Alaska for seven years, once went thirty days without a shower, is a passionate nature photographer and Pheasants Forever volunteer.

Ted Johnson, Senior Civil Technician, P.E. Services With nearly three decades of experience in civil and commercial construction, Ted Johnson is a trusted Senior Civil Technician specializing in contract administration, inspection and construction oversight. Since joining P.E. Services in 1998, Ted has contributed his deep technical knowledge to large-scale infrastructure projects ranging from airports and highways to transit systems and wastewater treatment plants. Certified in over a dozen construction specialties—from ADA compliance to bituminous testing—Ted ensures every project element is executed to spec and built to last. His leadership as a lead inspector on projects for MnDOT, the Metropolitan Council and the Wisconsin DOT reflects his commitment to precision and public service. Ted earned his Bachelor of Arts in Art Education from the University of Wisconsin and brings an artist’s eye for detail to the field.
Fun facts: A certified U.S. Coast Guard Captain and longtime Ski Patroller, Ted enjoys sailing Lake Pepin and helping others on the slopes. He's also a volunteer firefighter and first responder in Pepin, Wisconsin, where he lives with his wife of 33 years and their three sons.

Mike Collins, Project Manager, City of Rochester Mike Collins supports the Link BRT project team by overseeing logistics, vehicle procurements, and testing and commissioning efforts. He brings eight years of project management experience to the role, drawing from a diverse professional background that spans nonprofit leadership, engineering and public transit. Prior to joining the Administration team, Mike served as Transit Project Manager for Rochester Public Transit, where he worked on several major initiatives, including multiple vehicle procurements, the RPT GO microtransit pilot, the bus stop improvement project, the North Broadway Park and Ride, and the implementation of new dispatch software. He holds degrees in political science and international relations, along with numerous technical certifications. Fun facts: Mike is an avid soccer fan who enjoys bike riding, fishing and spending time outdoors whenever he can.
