PACT Act Product List Expanded
The federal Prevent All Cigarette Trafficking (PACT Act) was amended to include vapor products. Effective March 28, 2021, the PACT Act applies to all electronic nicotine delivery system (ENDS) products including, but not limited to:
- E-cigarettes
- E-hookahs
- Vape pens
- E-cigars
- All components, liquids, and accessories used with vapor device
PACT Act Requirements
The PACT Act imposes registration and reporting requirements on anyone who sells cigarettes, roll-your-own (RYO), smokeless tobacco, and ENDS products. The Act also requires payment of Minnesota excise tax and other payment obligations related to delivery sales of these products to consumers in Minnesota.
