Minnesota 2019 Special Session Omnibus Tax Bill (HF5)

There were significant changes made to Minnesota tax laws in the Omnibus Tax Bill signed on May 31, 2019. The bill adopted the Internal Revenue Code of 1986, as amended through December 31, 2018, which impacts taxable years 2017, 2018, and 2019. Additionally, for taxpayers filing an individual income tax return, the bill changed the definition of "net income" from federal taxable income to federal adjusted gross income.

Taxpayer Certainty and Disaster Tax Relief Act of 2019 (H.R. 1865)

More recently, there have been several changes to federal tax laws including tax extenders, disaster tax relief, and retirement plan changes. Minnesota has not adopted the tax law changes made in the Taxpayer Certainty and Disaster Tax Relief Act of 2019. The Minnesota Department of Revenue has reviewed the federal bill and updated Minnesota forms and instructions to comply with Minnesota tax laws for the upcoming filing season.

Did you receive an Error Rejection Code (ERC) when filing electronically?

Find ERC explanations for Minnesota returns on our website. Generally, ERCs are four digits. If your ERC is not four digits, please contact your software provider for more information.
