The Minnesota Department of Revenue updated the following withholding tax materials for tax year 2020:

You can also get additional forms and instructions on our website.

What has changed for 2020?

  • When employees complete or change federal Form W-4, they must also complete a Form W-4MN. If new employees do not complete a Form W-4MN, withhold tax using zero allowances at the single rate. The requirements for submitting Forms W-4MN to us have not changed.
  • If you receive an IRS “lock-in” letter specifying an employee’s maximum number of withholding allowances, use the same number of allowances for Minnesota withholding.

For more information about these changes, see page 3 of the 2020 Minnesota Income Tax Withholding Instruction Booklet and Tax Tables.
