The Food Scraps Pickup Program will expand to the final six communities in Ramsey County beginning December 2026.
As the program expands, all residential trash (residential and commercial services) collected in participating communities must be hauled to a facility with sortation capability. The rollout timeline below outlines when residents in each community will be able to participate in the Food Scraps Pickup Program.

Although residents will begin participating in the Food Scraps Pickup Program according to the rollout timeline above, December. 1, 2026, marks the date that all haulers collecting residential trash collected in Ramsey and Washington counties must deliver that residential trash to one of the three facilities with sortation capability outlined below and shown on the map below, including:
- Waste Management Transfer Station in Como (Saint Paul)
- Walter’s Recycling and Refuse in Blaine
- Ramsey/Washington Recycling & Energy Center in Newport
Haulers must identify loads potentially containing food scrap bags. Food scrap bags will be sorted from the trash at these facilities and sent to an industrial compost facility to be recycled.
This requirement applies to residential trash collected from households, apartment buildings and senior living communities, including services considered commercial because of the type of customer.
Residents will receive a mailer when the Food Scraps Pickup Program becomes available in their community, encouraging them to sign up. Once the program rolls out to the final Phase 7 communities, it will be available to all residents in Ramsey and Washington counties.
We know that residents have close ties with their haulers and may have questions for the drivers that pick up their trash or may reach out to your customer support lines. We appreciate your help directing residents to the Food Scraps Pickup Program for program-related questions.
Please make sure your customer support staff and drivers understand that:
-
ALL households in eligible communities in Ramsey and Washington counties are able to participate in the Food Scraps Pickup Program.
- This includes single-family households, apartment residents and senior living residents, including residential and commercial services
- Residents of multi-unit buildings do not need a separate organics hauling service to participate.
- Residents can participate through their regular trash collection service by placing their food scraps in program-provided food scrap bags.
- Residents can visit FoodScrapsPickup.com or call the program customer service line (651-661-9393) with questions about eligibility, ordering bags or participating in the program.
