Scheduled maintenance: scale replacement at the R&E Center
Both scales at the R&E Center are getting fully replaced at the end of March. Construction is expected to take about one week per scale. During this time, one scale lane will be closed at a time. Staff will be onsite to help keep traffic moving as smoothly as possible.

In 2026, equipment to separate food scrap bags from trash will be installed at two transfer stations serving Ramsey and Washington counties. These upgrades will support the expansion of the Food Scraps Pickup Program.
Walters Recycling and Refuse broke ground on its site expansion in September 2025, with completion expected July 2026. Expansion work at the Waste Management transfer station is scheduled to be complete in late 2026.
Once these projects are complete, all waste from Ramsey and Washington County residents and businesses will need to be redirected from Dem-Con and Republic transfer stations and brought to Walters or Waste Management transfer stations instead.
Once the transfer stations are online and accepting food scrap bags, "like" tons will no longer be accepted. It will be necessary to ensure that the transfer stations are receiving deliveries from communities where the Food Scraps Pickup Program is available.
Starting July 6, 2026, the Food Scraps Pickup Program will expand to 15 new communities, adding approximately 75,000 additional eligible households in Ramsey and Washington counties. New communities include:
Ramsey County
- Arden Hills
- Gem Lake
- Little Canada
- Mounds View
- New Brighton
- North Oaks
- Shoreview
- Vadnais Heights
- White Bear Lake
- White Bear Township
Washington County
- Forest Lake
- Hugo
- Marine on Saint Croix
- May Township
- Scandia
Haulers servicing residential areas, multi-unit buildings and senior living communities in newly eligible communities will haul directly to the Walters Recycling and Refuse transfer station starting on July 6, 2026. Haulers servicing previously eligible communities should continue hauling residential waste directly to the R&E Center in Newport and unloading at the Food Scrap Bag Building tipping floor.

In early February, we joined Dem-Con and Kanadevia Inova to break ground on a new anaerobic digestion facility that will process food scraps collected in Ramsey and Washington counties. This project expands regional organics management capacity, providing a reliable, local outlet for food scraps and reducing reliance on long-distance hauling or disposal. By turning food scraps into renewable energy, the facility strengthens the overall waste system and supports more efficient, resilient collection operations for haulers now and into the future. |
