County Contacts for Licensing and CEC

Ramsey County: Elizabeth Walsh

Elizabeth Walsh joined Ramsey County Environmental Health in 2024, overseeing hauler licensing and the County Environmental Charge (CEC). A Creighton University Environmental Science graduate, she brings extensive solid waste and recycling expertise from roles as recycling program specialist for Saint Paul and senior sustainability specialist at the Minnesota Waste Wise Foundation. In her free time, she enjoys hiking, pickleball, reading and spending time with friends.

Washington County: Jonathan Hinks

John joined the Washington County Department of Public Health and Environment in 2021, managing hauler licensing, the CEC, solid waste facilities, hazardous waste generators and the septic program. A biology/chemistry graduate from the University of Minnesota Duluth, he previously worked for Clean Harbors Environmental Services at the Flint Hills Resources Pine Bend refinery in Rosemount. In his free time, John enjoys sports, reading, baking and spending time with friends and family.

Unloading residential waste from Food Scraps Pickup Program Eligible Areas

Haulers servicing residential areas, multi-units (like apartment buildings, condos and townhomes) and senior living communities need to tip their waste in the food scrap bag building at the R&E Center. Signage is in place marking the designated route.

When haulers arrive at the R&E Center, they will be directed to the food scrap bag building tipping floor, so the food scrap bags can be separated from trash using robotic arms powered by AI technology.

2024 Processing Numbers

In 2024, 442,294 tons of MSW was generated in Ramsey and Washington counties. Forty-five percent of the MSW was delivered to transfer stations, while 55% was delivered directly to the R&E Center. The breakdown of our waste processing is featured below.

Safe propane tank disposal

Safely dispose of propane tanks. Do not put them in the trash or recycling. Whether empty or full, they can cause an explosion. Bring them to a Ramsey or Washington County household hazardous waste collection site instead.
