The Minnesota Department of Human Services faces challenges that will prevent them from launching Minnesota's new disability waiver program by the original implementation date of Jan. 1, 2027, set by the Legislature.
There has been another update to PPOM/Spouse wage guidelines. Maximum wages are listed below based on the specific situation (e.g., with or without PTO, staffing ratio, enhanced rate, etc.). Changes will require an addendum or revision and cannot be applied retroactively.

DHS has not implemented the changes and clarifications in this eList yet (unless otherwise noted). DHS will update the policy manuals and MMIS and will send another eList when they implement the changes and clarifications. Review the link for all of the changes and clarifications. Here is a list of the ones that will impact CDCS:

DD Habilitation: Removed the eligibility requirement for people on the DD Waiver to be assessed to need and receive a habilitation service. Removed the requirement for a person to receive a habilitation service to remain on the DD Waiver.

Assistive Technology: Added assistive technology as a service option under BI, CAC and CADI. Updated the assistive technology service definition to clarify the service and distinguish it from specialized equipment and supplies

Adaptive Swim Lessons: Added adaptive swim lessons as a service option under family training and counseling services and consumer directed community supports (CDCS) individual-directed goods and services.

CDCS Budgets: Updated the cost-of-living adjustment (COLA) for CDCS budgets. Updated one set of criteria for exceptions to the CDCS budget methodology when a person has exceptional needs.

CDCS Community Integration and Support- Added employment supports to the scope of services.

Traditional Waiver Services- See eList for licensed services that have changed. These will apply when these services are within a CDCS plan.
DHS has completed the process of transferring information from the CDCS Lead Agency Operations Manual (DHS-4270), to the CDCS Policy Manual. Therefore, the CDCS Lead agency Manual is now obsolete. Please click on the link above to review the changes that were made.
CDCS Terminology Update
“Managing Party”- DHS has advised lead agencies that the term “managing party” is no longer being used. Going forward, please refer to the individual responsible for plan implementation as the “participant” or “legal representative.” CDCS documents will be updated over time to reflect this language change. Please note that it is acceptable for a participant to have someone assist with writing the plan who is not their legal guardian.
 Staffing Agencies and CDCS
If requesting staffing through an agency/provider other than the FMS, they MUST be a licensed 245D provider or properly enrolled with DHS. Enrollment will depend on the services the staff will provide. Participants should consult with their case manager before setting up services with a staffing agency. Case managers need to consult with the coordinator to determine if the staffing agency can be approved.

CDCS plan signatures
The following signatures are REQUIRED:
- The person if they do not have a court appointed legal representative. (Participants with a POA must still sign the plan.)
- The legal representative, if one is assigned
Multiple people must use the same FMS provider when all the following are true:
- They live in the same household.
- They receive services from the same worker.
- They use the Community First Services and Supports (CFSS) budget model and/or CDCS.
- When there is a joint employer, all people associated with that joint employer must use the same FMS provider. Joint employment is determined by an FMS provider or other entity based on guidelines provided by the U.S. Department of Labor.
Addendums/Revisions
When making a change to a CDCS plan, please remember that an addendum form/revised plan is not always necessary. An EMAIL can be accepted instead of a form in the following situations:
- Moving funds between items/services that have already been approved. NOTE: For changes in staff hours, need a new staff schedule.
- Allocation of unallocated funds, to increase amount of a service/item that has already been approved.
- Correction of fiscal fees on initial plan/renewal
- COLA: Use of COLA increase for approved items
An addendum form OR revised plan is needed for all other changes. Ramsey County does not require both.

 Trainings Available
National Self-Directed Conference: The Alliance for Citizen Directed Supports is hosting the National Self-Directed Conference (May 27–29), which will include an intensive session focused on standards for support planning.
Oaktree Self-Advocacy Group Training This is a 24-week course, split into two 12-week semesters. Each week includes a mix of in-person, online, and 1:1 time—with up to 4 hours of instruction and support.
We offer courtesy Lyft rides—even for those without smartphone access. Rides are billed as T2003 UC using our NPI and can be scheduled as round-trip transportation to and from class.
