Ramsey County has been actively developing its 2026–2027 budget for several months with departments engaged in submitting proposals and outlining key priorities for their service area. Throughout this process, we’ve remained deeply committed to aligning our budget session objectives with the county’s strategic priorities and the evolving needs of our community. Ramsey County Manager Ling Becker presented the County's proposed 2026-27 budget to the Board of Commissioners Tuesday, Sept. 2. Please click here to watch the full presentation.

The County Board will hold public hearings and budget proposal presentations at the Saint Paul City Hall - Ramsey County Courthouse in the Council Chambers, Room 300. Residents are welcome to attend in person. Please see below for more information on the budget timeline, hearings and ways residents can participate in this budget process.

Budget Proposal Priorities

The County Board will hear budget proposals from service teams that will include and focus on the following priorities:

  • Prioritizing County responsible services
  • Operating as One Ramsey County
  • Investing in organizational excellence
  • Advancing partnerships
  • Supporting long-term fiscal health

This approach reflects our commitment not only to balancing revenues and expenditures, but also to aligning resources with enduring priorities, investing in collaborative efforts that amplify service delivery, and reinforcing the financial foundation necessary to meet the needs of residents.


Participation from Residents

Ramsey County strongly encourages public input throughout the 2026-2027 budget process. Please see below for ways residents are able to participate in the budget process:

  • Attend a public hearing:
    Share your feedback directly with the Board of Commissioners at scheduled budget hearings in the Council Chambers. Meetings are available in-person only. 
    • September 22, 2025 – Preliminary budget hearing
    • December 11, 2025 – Final budget and levy hearing 
  • Contact your commissioner:
    Reach out to your district commissioner at ramseycounty.us/commissioners to share your feedback!
  • Submit written comments:
    Send input to the Chief Clerk by email at chiefclerk@ramseycounty.us or by mail:

Record of Public Testimony

  • People who intend to testify are encouraged to sign up online or to contact the Chief Clerk prior to Monday, Sept. 22, 2025. Sign-up will also be available on-site the night of the hearing. If in-person testimony isn't possible, comments may be provided via webform submission or email.

  • Testimonies received after September 22 will be shared with all commissioners and stored as public records.
