Sexual Assault Awareness Month (SAAM) is observed every April to raise awareness about sexual violence and educate the public on how to prevent it. This month serves as a time to amplify the voices of survivors, promote support systems, and encourage open conversations about consent, respect, and safety.
SAAM works to break the silence surrounding sexual assault, dismantle harmful myths, and empower individuals to take action in their communities.

April Board Meetings
The Ramsey County Board of Commissioners took several meaningful steps forward in April, focusing on youth empowerment, economic development, and public health. Among the key administrative actions was the approval of a second amendment to the Purchase and Sale Agreement for Outlot A at the TCAAP/Rice Creek Commons site—advancing the county’s efforts to bring new investment and development to Arden Hills.
The Board also approved the 2025 Unified Local Youth Plan under the Workforce Innovation and Opportunity Act (WIOA) and the Minnesota Youth Program. This plan outlines services and strategies to support young people through education, job training, and employment opportunities.
Furthermore, the Board received key updates, including a presentation on the county’s ongoing Opioid Response Initiative, which continues to address the public health impact of opioid misuse through treatment, education, and prevention efforts, as well as reviewing a comprehensive overview of Ramsey County’s federal and state legislative response efforts, highlighting advocacy priorities and funding strategies.
Rice Creek Commons Joint Development Authority
The Rice Creek Commons Joint Development Authority (JDA) continues to make significant strides in advancing the long-term vision for the TCAPP site.
Most notably, after JDA approval the Ramsey County Board voted to approve an amended purchase agreement for Outlot A, officially transferring the parcel to Ryan Companies. This marks a major step toward beginning construction on the first phase of the project—bringing new jobs, infrastructure, and housing options to the site.
In addition, at the April 7th work session, The JDA reviewed and discussed the Ryan Companies development agreement, the draft 2026 budget, and assessed a comprehensive project roadmap to guide the next phases of developing the site.
As momentum builds, these coordinated actions reflect the shared commitment of Ramsey County, Arden Hills, and development partners to transform Rice Creek Commons into a model of inclusive, sustainable, and forward-looking redevelopment.

Rice Creek Commons Outlot A Groundbreaking Celebration
 At a recent groundbreaking event welcoming Micro Control Company to the Rice Creek Commons site, Commissioner Jebens-Singh spoke to the shared goals of the county, city, and JDA: creating inclusive economic opportunity, expanding housing at a variety of income levels, and generating well-paying jobs. She also recognized the vital role of Arden Hills residents, whose feedback and engagement have meaningfully shaped the project’s direction.
Commissioner Jebens-Singh noted that this is just the beginning. Plans are moving forward for phased development of Outlot A in partnership with Ryan Companies, and construction is expected to begin next year on a new county road connecting the site to Highway 96.
Outside Boards, Committees, and Committees
Earlier this Month, Commissioner Jebens-Singh attended a State Community Health Services Advisory Committee meeting, as an alternate member. There she was surrounded by experts in their respective fields, as well as leaders from across the state. It was a valuable opportunity to engage in meaningful discussions about the importance of collaboration, especially in light of the uncertain times we are facing.
These uncertainties, driven by budget cuts at both the state and federal levels, have created significant challenges for counties. However, the meeting underscored the collective commitment to navigating these tough circumstances by working together and finding innovative solutions to continue supporting the health and well-being of our communities.
Ramsey County Financial Aid Services Engagement Event
 Commissioner Jebens-Singh attended Ramsey County's April Financial Aid Services Community Engagement event, where she was able to listen to valuable feedback from both staff and advocates. In her role as county commissioner, hearing true and honest feedback is important to her role in effecting change and further improving the services the county provides.
The significant progress made in reducing the backlog of cases, now down to just 100, was also highlighted. This achievement is a direct result of the dedication and hard work of Ramsey County staff, who have gone above and beyond to ensure that residents receive the support they need in a timely manner.
City Council Connections & Presentations
This April, Commissioner Jebens-Singh and County Manager Ling Becker attended a Vadnais Heights City Council Workshop and a Mounds View City Council Work Session to introduce themselves in their new roles and provide an update on Ramsey County initiatives. Their presentation highlighted ongoing county efforts and enhanced collaboration between the county and local municipalities, emphasizing the value of strong city-county partnerships.
Commissioner Jebens-Singh underscored how open communication channels are crucial for addressing community needs and ensuring efficient delivery of services. These discussions reinforced the commitment to working together to foster a unified regional growth and development approach.
City of Saint Paul, State of the City Address
Commissioner Jebens-Singh, along with her colleagues, Commissioner Moran and Commissioner McMurtrey, attended St. Paul Mayor Melvin Carter's State of the City Address at the newly opened North End Community Center.
Mayor Carter's remarks reflected a deep commitment to community and a clear vision for moving the city forward. It was encouraging to hear about the continued focus on progress and the steps being taken to build a stronger, more connected future for all residents. The energy in the room was hopeful and uplifting. It was a great reminder of the power of civic engagement and local leadership.
White Bear Area Chamber Legislative Breakfast
 Commissioner Jebens-Singh participated in the White Bear Area Chamber of Commerce’s Legislative Breakfast, where she engaged with local residents and business leaders to discuss the pressing challenges facing the community.
The event also provided an important forum to share and align on county priorities related to legislative issues at the state and federal levels.
Tour of Ramsey County Juvenile Detention Center & Emergency Communication Center
 Commissioner Jebens-Singh toured the Juvenile Detention Center and the Emergency Communication Center, engaging directly with staff to better understand their daily operations and the challenges they face.
At both facilities, Commissioner Jebens-Singh emphasized the importance of integrating behavioral health resources into public safety strategies. Her focus remains on ensuring that departments are properly staffed, well-supported, and empowered to operate efficiently; recognizing that sustainable, effective service depends on caring for the well-being of residents, county professionals and the individuals entrusted with their care.
Vadnais Heights Lions Belgian Waffle Breakfast
Commissioner Jebens-Singh had the pleasure of attending the Vadnais Heights Lions Club's annual Belgian Waffle Breakfast, a beloved community event that brings together residents for a morning of good food and camaraderie.
She extends her gratitude to the Lions Club’s long-standing commitment to community service. Their work plays a key role in ensuring that residents have access to essential services, as well as fostering a sense of unity within the community.

Commissioner Jebens-Singh had the pleasure of attending the Ramsey County Friends of the Library Annual Fundraising Breakfast.
Thanks to the generosity of everyone who attended, the funds raised will directly support enhancements across all seven branches of the Ramsey County Library system. That means better access to books, resources, and programs for residents of all ages throughout our community. It was a truly inspiring morning, filled with community, conversation, and a shared love for our libraries.
Northland Cup
Commissioner Jebens-Singh had a great time attending the Northland Cup Chuck-a-Puck Competition. This was an exciting and spirited hockey game that brought together teams from Ramsey County and the City of Saint Paul for a friendly face-off on the ice.
The Northland Cup reflected a fantastic display of local spirit, with all of the proceeds from the event benefiting the St Paul & Ramsey County Domestic Abuse Intervention Project.
Consortium of Lake Area Senior Services (CLASS)
As a former president of the CLASS organization, Commissioner Jebens-Singh was thrilled to reconnect with her former colleagues, at their networking event.
During the gathering, Commissioner Jebens-Singh was able to listen to insightful updates on the resources and services available throughout the county, gaining a deeper understanding of how these services are impacting local communities. She highlighted the importance of maintaining open communication channels, acknowledging how valuable these conversations were in helping her stay informed on the evolving needs of the community.
Norwegian Footmarch
At the Norwegian Foot March, Commissioner Jebens-Singh had the opportunity to witness firsthand the dedication and perseverance of over 700 participants, including service members, veterans, and civilians, who took part in this distinguished event.
She was especially honored to connect with organizers, military personnel, community leaders, and former Minnesota State Secretary Mark Ritchie to learn more about the event’s history and its deep ties to the Minnesota National Guard and our Norwegian partners.
MANY FACES - First Person Plural Closing Reception
 Commissioner Jebens-Singh, the former chair of Many Faces, joined community members at the closing reception of First Person Plural, an installation by artist Cadex Herrera celebrating the stories of immigrants who now call White Bear Lake home.
The Commissioner facilitated the evening’s community conversation, guiding a thoughtful dialogue that reflected on themes of identity, belonging, and the diverse experiences shared through the exhibit. Cadex Herrera shared his creative process and how the project has shaped his own views on home and belonging. The evening fostered meaningful dialogue and connection, highlighting the importance of art and storytelling in building community.
VHEDC Women in Leadership Luncheon
Commissioner Jebens-Singh attended the Vadnais Heights Economic Development Corporation's (VHEDC) Women in Leadership Spring Luncheon.
During the luncheon, Commissioner Jebens-Singh engaged with local women leaders, discussing the unique challenges they face in their professional journeys and the importance of fostering supportive networks. The event provided a platform for attendees to share experiences, exchange ideas, and strengthen connections that contribute to the advancement of women in leadership positions.
Diane Graham-Raff's Retirement Celebration
 The District One Office presented Diane Graham-Raff with a proclamation on behalf of the Ramsey County Board of Commissioners, officially designating the April 25, 2025, as Diane Graham-Raff Day in Ramsey County.
The proclamation honors Diane’s outstanding dedication to community service, including her leadership in expanding the Live at Home Network in Saint Paul, her support for statewide aging services, and her tireless efforts in coordinating vaccine clinics during the COVID-19 pandemic that helped protect over 11,000 residents.
From securing funding for local programs to advocating for older adults and launching inclusive community events, Diane’s lifelong commitment to service continues to leave a lasting impact across the county and beyond.
