Voting before Election Day

Eligible Ramsey County residents have several options for voting before Election Day.

In person

Multiple locations are available for Ramsey County voters to cast an absentee ballot in person ahead of Election Day. To register on site, voters will need to demonstrate proof of residence. A list of approved documentation and sample ballots is available at mnvotes.gov.

Voters who have requested a ballot by mail can also submit that ballot in person to one of the absentee voting locations. All ballots must be returned inside the building to designated staff who will verify the voter information is complete. Ballots placed in any outdoor document drop boxes or payment boxes will not be accepted.

Vote by agent

Voters may authorize an individual (agent) to pick up and return an absentee ballot for them. This service is available only within the seven days preceding an election. For details, visit the county’s page on How to Vote by Agent.

Return your ballot on Election Day

On Election Day, Nov. 5, the only place you may return your absentee ballot in person is to the Elections Office - Plato building by 8 p.m.

If you haven’t returned your absentee ballot, you can vote in person at your polling place. Your absentee ballot will be spoiled (made invalid) and you will be issued a new ballot to cast at the polling place. Proposed property tax notices

Ramsey County property owners will receive their 2025 proposed property tax notices in mid-November. This notice estimates the amount of taxes property owners will pay in 2025 if the county, cities, school districts and other taxing jurisdictions approve their respective budget proposals.

Property tax refund

If you're a homeowner or renter in Ramsey County, you may qualify for one or more property tax refunds from the state of Minnesota.

Your voice matters! Share your feedback on Service Centers

Resident surveys will be held from Oct. 28 to Nov. 8 to gather feedback on Service Center operations.

Since launching in 2020, feedback from residents has been essential in shaping our services. Whether or not you’ve visited a Service Center before, we want to hear from you!

How to participate:

Paper surveys will be available at Service Centers and partner sites. Residents who complete the paper survey will receive a $5 gift card.

Online survey

A convenient online survey is available to share your feedback. Participants will be entered into a drawing for one of ten $25 gift cards.


Ramsey County launches new in-language cultural media program to reach diverse communities

Ramsey County successfully launched a new in-language cultural media program on Oct. 2. The pilot show, “Nyob Zoo Ramsey County” (“Hello Ramsey County”), is a partnership with 3HmongTV—a trusted source for the Hmong community for over 20 years. The show features Ramsey County employees who share information about available programs and services. It premiered on 3HmongTV's Facebook and YouTube. The show is live-streamed on the first and third Wednesdays of each month at 1 p.m., allowing viewers to join in, ask questions and interact in real time.

The first episode discussed the Service Centers, while the second episode focuses on the cultural media program and elections. These first two episodes are available to view on the county's YouTube channel.

Ramsey County is dedicated to putting residents first by making programs and services inclusive and accessible. The program shares news, information and resources with our racially, ethnically and culturally diverse communities by creating a platform that reflects and serves everyone. The county aims to learn from this pilot and expand it to other languages.

We invite the community to join the conversation, ask questions and make their voices heard. Tune in on Facebook or YouTube on Nov. 6 for the next episode of “Nyob Zoo Ramsey County.”

Green light at RC courthouse

Veterans Day and Operation Green Light

Five county buildings will be illuminated green from Nov. 4-11 as part of Operation Green Light for Veterans. The county also invites residents and businesses to join in this nationwide effort to shine a light of hope and support for veterans.

The Courthouse, Landmark Center, 90 West Plato, the Law Enforcement Center and Union Depot will have green lights to honor the approximately 23,500 veterans and their family members who call the county home. This is the third year of Operation Green Light, led by the National Association of Counties, and designed to raise awareness around the unique challenges faced by veterans and the resources available at the county, state and federal levels to assist veterans and their families.

By shining a green light, county governments and our residents will show veterans that they are seen, appreciated and supported.

Order your free COVID tests

Every U.S. household can order four free at-home COVID-19 tests. Testing is an important way to keep COVID-19 from spreading.

Another way to protect you and your community from severe disease is by getting the updated 2024-25 vaccine. Everyone 6 months and older is eligible. Visit your doctor or a community clinic to get caught up on immunizations.
