As we start 2024, I am looking forward to this year's work at Ramsey County.

The Board recently gathered for our annual Board Retreat where we affirmed our county mission and vision statements. I am looking forward to continuing to work to be a county of excellence working with you to enhance our quality of life. We do this work with continuous focus on our vision as well - to be a vibrant community where all are valued and thrive. The bottom line of these statements is improvements in your lives as residents. Thank you for the opportunity to continue to serve you and all of Ramsey County.

This month's newsletter includes an updates on county board decisions, county programs, and ways you can get involved!

My office is always available to serve constituent needs via phone (651-266-8359) or email (maryjo.mcguire@co.ramsey.mn.us). Please reach out if you have any questions or requests!

Board Approves Purchase and Sale of 40 Acre Parcel at Rice Creek Commons

Outlot A

On January 16, the Ramsey County Board of Commissioners voted unanimously to approve a $12.7 million purchase and sale agreement with Ryan Companies US, Inc. for “Outlot A,” a 40-acre parcel adjacent to Rice Creek Commons in Arden Hills, formerly the Twin Cities Army Ammunition Plant (TCAAP). Outlot A is zoned for commercial use under the City of Arden Hills’ TCAAP Redevelopment Code.

Ryan will offer Outlot A as build-to-suit property that can accommodate 400,000 to 600,000 total square feet. Development possibilities include a corporate campus, a research and development center, life science offices, or manufacturing and distribution facilities alongside on-site retail and restaurant space.

Ryan Companies’ plan is expected to bring hundreds of quality jobs to the north metro and will set the tone for a vibrant, thriving development.”

Located alongside Interstate 35W, Outlot A offers convenient visibility and access to both downtown Saint Paul and Minneapolis. The parcel will connect to the Rice Creek North Regional Trail for bicycle and pedestrian access. Ryan also expects to incorporate green space and outdoor gathering areas throughout the development to align with the JDA’s energy vision for Rice Creek Commons, which prioritizes clean energy, carbon neutrality and climate resiliency.

Proposed Lake Name Change in Little Canada

Community members including the Little Canada Historical Society brought a petition to change the name of Lake Savage in Little Canada. The new name proposed by the petitioners is Lake Metis.

All community feedback is encouraged. You can share your feedback through written comment, email, or through calling the Chief Clerk's office. This will ensure it is added to the public record.

  • Provide written comment through email (chiefclerk@ramseycounty.us) or with a letter that can be mailed to the Chief Clerk (15 W. Kellogg Blvd, Suite 250, Saint Paul, MN 55102)
