Heading Home Ramsey Leadership and Community,
One of the roles of the Continuum of Care is to continually track and measure our work to understand the crisis of homelessness in our community and improve our efforts to ensure it is rare, brief, and non-recurring. One way in which we analyze our emergency shelter utilization is to determine how many people are seeking emergency shelter for the first time, at least in several months.
Over the last six months of 2022, one third of all emergency shelter entrants had not stayed in a Ramsey County shelter in the previous 90 days. This is an important measurement because it illustrates how many new people are experiencing homelessness every month, but also because these individuals could potentially be diverted away from needing emergency shelter through other interventions. This type of prevention work is a priority of our CoC.
We will continue to look for additional information and context to share in this regular weekly shelter utilization report.

1. 180 Degrees Brittany's Place is a safe harbor/shelter program that welcomes female-identifying youth between the ages of 10-19 who are sexually exploited, trafficked or high risk, as well as experiencing homelessness.
2. Ain Dah Yung serves youth of all genders ages 5-17.

The city of Saint Paul created the Homeless Assistance Response Team (HART) in late 2021 to address an unprecedented rise in homeless encampments amid a regional crisis in affordable housing. Anchored in the Department of Safety and Inspections, HART works across departments, service providers and government jurisdictions to integrate services and connect directly with our community's most vulnerable residents, one person at a time. |
