The Riverview Corridor Purpose and Need statement will be available at riverviewcorridor.com for public comment from Monday, May 17 through Friday, June 25.
Individuals and organizations are invited to review the document and submit comments by emailing info@riverviewcorridor.com.
A Purpose and Need statement is an important step in the federal environmental review process for developing transportation projects. The Riverview Corridor Purpose and Need statement provides an overview of the analysis completed in the previous project phase which resulted in the selection of project goals and the locally preferred alternative of modern streetcar. The document is used to inform the development of selection criteria, which will be used to evaluate future options and decisions in this process.
Recognizing the importance of the Fort Snelling/Bdote area to the Dakota tribes, the document recently has been under review by tribal representatives with a connection to the area and edited to reflect those comments.
Public comments received by June 25 will be used to update the document. The updated Purpose and Need statement will then be reviewed by the Riverview Corridor Policy Advisory Committee in July.
The first public open house of the Riverview Corridor Environmental and Preliminary Engineering phase will be held Wednesday, June 23, from 6-8 p.m. This will be a virtual meeting held via Zoom.
This meeting is being timed to coincide with the release of the Purpose and Need statement and will cover similar themes. The meeting will provide a recap of the process to date that led to the selection of modern streetcar as the Locally Preferred Alternative. This will include identification of project goals and objectives and a high-level overview of corridor conditions.
The open house will also provide a look ahead in terms of what to expect in this process and how the public will be engaged. This will include highlighting some of the substantive issues that will need to be addressed along the corridor to inform the further development of the Locally Preferred Alternative.
The public will be invited to provide feedback on project goals and objectives, as well as identifying what issues should be taken into consideration moving forward.

The Community Advisory Committee serves to provide the project team with a well-rounded community perspective on project design, environmental analysis and engagement opportunities and techniques throughout the project area. Community Advisory Committee members were approved by the Policy Advisory Committee at their April 1 meeting. The committee is made up of 25 members, of diverse backgrounds, ages and locations along the corridor. The new members identify as passionate about engagement within their communities and the neighborhoods the Riverview Modern Streetcar will serve.
