Lane shifts, all-way stops and ramp access changes begin April 1 for I-694/Rice Street interchange

Several traffic changes begin Monday at intersections and ramps for the I-694/Rice Street interchange reconstruction. 

All Rice Street traffic between North Owasso Boulevard to Vadnais Boulevard will shift to the east half of the road with one lane open in each direction. The west half of the road will be closed for construction. Rice Street will remain open to two-way traffic throughout the project.

Additional road, lane and access closures will begin Monday at each Rice Street intersection. These traffic changes will remain in place throughout summer 2019. Drivers should anticipate traffic backups and congestion and plan ahead for additional travel time in the project area. Thank you for your patience and please drive safely.

Vadnais Boulevard/County Road E intersection

  • The intersection at Rice Street and Vadnais Boulevard will become an all-way stop.
  • Work will begin to reconstruct County Road E (Grass Lake Place). The road will remain open to traffic with one lane in each direction.

Westbound I-694 off-ramp to Rice Street

The intersection at Rice Street and the westbound off-ramp from I-694 will become an all-way stop.

Eastbound I-694 on-ramp from Rice Street

  • Southbound traffic on Rice Street will not be able to access the I-694 entrance ramp. There is not enough space for a dedicated left turn lane. Traffic will be detoured to County Road C to access I-35E and I-694 from Little Canada Road.
  • Northbound traffic on Rice Street will be able to turn right and access the entrance ramp as normal.

North Owasso Boulevard/Country Drive intersection

  • North Owasso Boulevard will be closed to all traffic from Soo Street to Rice Street. Traffic should follow the posted detour using Victoria Street to County Road C to Rice Street. Business access will be maintained from Rice Street.
  • There will be all-way stop at the intersection of Rice Street and Country Drive.
