Saint Paul, Minn. – The Ramsey County Board of Commissioners met in a
closed session today regarding the master developer agreement
for Rice Creek Commons, the site
of the former Twin Cities Army Ammunition Plant in Arden Hills.
In the session, the board reaffirmed the framework of the master development agreement; approved presenting it to the Joint Development Authority for action on Sept. 4; and directed staff to finalize the master development agreements.
The Joint
Development Authority is scheduled meet on Tuesday, September 4, at 5:30 p.m. at Arden Hills City Hall.

Following the Ramsey County
board’s executive session, Chair Jim McDonough issued the following statement:
“Redevelopment of Rice Creek
Commons is a unique opportunity to revitalize hundreds of acres of land that have
sat vacant for decades. The Ramsey County Board of Commissioners strongly supports the master developer
agreement, which outlines a fair financing plan for public and private
investment in the project and performance standards that will hold our developer-partner,
Alatus, accountable for meeting our shared goals.
Commissioner Rafael E. Ortega who also serves on the Joint Development Authority said:
“Five years ago, this property was
the largest Superfund site in the State of Minnesota, and now it is poised to draw
new economic development and jobs in Ramsey County and the Twin Cities. We encourage the Joint
Development Authority to pass the master development agreement framework so
that we can move full steam ahead on this project during this strong economic cycle.”

Rice Creek Commons is a prime redevelopment opportunity
located in Arden Hills, Minnesota. The largest Superfund site in the state,
Rice Creek Commons has been cleaned to residential standards and is poised to
become a vibrant residential, commercial and retail hub in the Twin Cities
