 Ramsey County Manager Julie
Kleinschmidt has announced that Karen Francois will join Ramsey County as
Deputy County Manager – Information and Public Records on May 1, 2018.

Karen to the Ramsey County leadership team,” said Kleinschmidt. “She has the
executive experience and skills – in addition to a proven commitment to
excellence and equity in public service – that will make her a great asset to
our organization and community".
Departments that make up the Information and Public Records Service Team are Communications, County Assessor, Government Relations, Information Services, Property Tax, Records & Election Services, Project Management Office, and Information and Public Records Administration. Francois will report to Kleinschmidt and serve on the County Manager’s Executive Team.
"I am very excited to be joining Ramsey County and the talented leadership team," said Francois, "I look forward to help advance the efforts of the Information and Public Records staff to better engage our communities as we modernize service delivery in these critical areas."
Francois has served as Assistant Commissioner of the Department of Employment and Economic Development at the State of Minnesota since 2016. Prior to that, she served as Director of the Contract Compliance and Employment Equity divisions at the City of Minneapolis from 2011 to 2016. From 2006 to 2011, Francois was director of Jacobs Well and Oasis India, an anti-human trafficking non-governmental organization which she founded based in Bangalore, India.
Francois earned a bachelor’s degree in communications from the Virginia Polytechnic Institute and State University and has completed several leadership programs, including the Mini MBA at the University of Saint Thomas and The Shannon Leadership Institute. She also serves on a number of boards and councils that promote entrepreneurship, workforce development and equity, diversity and inclusion. Francois lives in Saint Paul.
