Minnesota Public Utilities Commission approves Lemon Hill Solar Project with extensive mitigation measures reflecting community input
St. Paul, MN — The Minnesota Public Utilities Commission (Commission) approved a site permit for the Lemon Hill Solar Project, an up to 180‑megawatt solar energy facility proposed in Olmsted County. The decision follows a detailed review and extensive analysis of the project’s potential impacts, including environmental, technical, and land‑use considerations.
In reaching its decision, the Commission determined that the project meets the standards set in Minnesota law for siting large electric power generating facilities. Alongside that finding, the Commission adopted a substantial set of mitigation measures designed to address the concerns raised throughout the process. These measures strengthen protections for groundwater, karst geology, private wells, farmland, wildlife, and the overall character of the area.
Throughout the proceeding, public input from residents, townships, state agencies, and technical experts provided thoughtful and specific feedback about the project’s potential effects. That input directly shaped the conditions included in the final permit. The mitigation measures include:
-
Karst and groundwater protections: required buffers, construction restrictions, and stormwater management to safeguard sensitive geology and drinking water resources.
-
Private well protections: water testing, clear notification procedures, and well‑protection planning.
-
Aesthetic and land‑use measures: a Visual Screening Plan, vegetation management, and coordination with landowners regarding screening and layout adjustments.
-
Wildlife protections: wildlife‑permeable fencing, lighting standards, erosion‑control materials, and installation of beneficial habitat features.
-
Agricultural considerations: topsoil preservation, vegetation restoration, and an Agricultural Impact Mitigation Plan to reduce disruptions to farming practices.
These measures were incorporated to ensure the project is developed in a way that is attentive to the surrounding landscape and responsive to community priorities.
“We know this project has generated strong feelings in the community, and many people took the time to share thoughtful and detailed comments about its potential impacts. Public input is a critical part of this process, and many of the mitigation measures in this permit were added or strengthened because of what we heard,” said Commissioner John Tuma. “At the same time, the Commission must apply the laws and rules that govern energy facility siting, and the record shows that this project meets those legal requirements. Our decision reflects both of those responsibilities – honoring the role of public engagement and ensuring that the project moves forward with strong safeguards for the community and the environment.”
Construction is anticipated to begin in 2027, with commercial operation expected in 2028. Additional information is available on the project webpage: Lemon Hill Solar Project | Energy Infrastructure Permitting.
