Whether you need to obtain a building permit, register for a yoga class, have a question about a utility bill or require another city service, City of Plymouth staff remind residents: We're here for you.
Residents and customers may conduct business by phone, online, email and by appointment. While city staff may not be able to interact with the public face-to-face due to the temporary closure of city offices and facilities, the City of Plymouth is open for business. Some city services have been modified to allow for pickup and drop-off.
While this list isn't comprehensive, the following is a rundown of ways the city is working to serve residents. If you have questions, please pick up the phone and call.
Building Permits & Inspections
The city continues to provide all building permit services, including permit applications, plan review, payments, permit issuance and inspections. Some residential permit applications can be completed online and emailed with attached plans to inspections@plymouthmn.gov. To schedule an inspection, call 763-509-5449.
Permit applications with large rolled plans can be dropped off in the main entrance of City Hall. Some permits or payments may require applicants to stop by City Hall – and customers may call ahead to arrange for pickup or payments with the Building Division at 763-509-5430. Business Resources & Economic Development
In addition to providing support and available resources to businesses facing difficulty due to COVID-19, the city continues to assist businesses with expansion and relocation questions through phone calls and video calls. In addition, the city provides proactive outreach and referrals for businesses in need of technical assistance from partner organizations (i.e. Open to Business Program, Metropolitan Consortium of Community Developers, Women Venture, etc.). Election Judge Recruitment
The City of Plymouth is seeking applications from residents to serve as election judges for the 2020 elections. View more information.
Engineering & Water Resources
Engineers and technicians continue to perform project inspections, site visits and assist customers, as needed. Residents with questions or concerns may report an issue 24/7 online via myPlymouth, call 763-509-5500 or email engineering@plymouthmn.gov. Hours are 7 a.m. to 3:30 p.m. Monday-Friday.
Homestead Applications
Property owners are encouraged to complete the homestead application online. Residents with questions may call City Hall at 763-509-5000 for further assistance or to schedule an appointment.
Issue Reporting & Inquiries
Residents can report an issue or submit an inquiry to the city 24/7 through the city’s new tool, myPlymouth. The public can report problems such as potholes, street or park issues, overgrown vegetation, graffiti, hydrant issues and more. Licensing
The public may continue to apply for most licenses – and call 763-509-5000 with questions or to schedule an appointment. Peddler licensing for door-to-door sales has been temporarily suspended. View more information.
Maintenance Facility Tools
Residents and contractors may call ahead to pick up utility tools, buckthorn tools, meter horns and bags for dog waste stations from the vestibule of the Plymouth Maintenance Facility, 14900 23rd Ave. N. (Note: There is currently a waiting list to borrow buckthorn tools.) To arrange for pickup, call 763-509-5950. Hours are 7 a.m. to 3 p.m. Monday-Friday.
Notary Services
Residents completing documents that require notarization may schedule an appointment by calling City Hall at 763-509-5000.
Online Payments & Utility Billing
In addition to offering online utility billing, the city has expanded online payments for other areas, including false alarms, licenses, accident reports, assessments and other miscellaneous invoices. Residents paying by check may drop off payments in the drive-up utility box at City Hall. View more about online payments.

Parks and Recreation Programs
While in-person programming has been canceled through May, registration for June programming is currently open. Residents must register online or over the phone, 763-509-5200.
In addition, the Plymouth Parks and Recreation Department offers virtual opportunities to connect the community to programs, activities, classes, parks and more. Residents also can get recreation programming delivered right to their door, or pick up the department's new "Connect to Rec Kits" at Plymouth City Hall – the first kit for fishing is now available. Planning: Development Applications
The city continues to accept and process applications for development and redevelopment. Applications and plans may be emailed to planning@plymouthmn.gov. Large plans may be dropped off in the main entrance of City Hall. City staff is available to communicate via email, phone or through video calls, as needed. View more about development applications.
Public Safety: Fire & Police
The Plymouth Public Safety Department continues to respond to calls for service. To reduce the risk of COVID-19 exposure to firefighters and police officers, public safety community outreach efforts have been temporarily postponed.
For emergencies or situations that require public safety response, call 911. Residents who are ill or suspect they have COVID-19 should call their healthcare provider – this will help reduce the risk of exposure to public safety staff so that they are available to answer emergency calls.

Public Works: Streets & Utilities
Public Works Department operations continue as normal, including street sweeping, filling potholes, flushing hydrants, crack sealing and more. Volunteer Opportunities
Plymouth volunteer opportunities continue to be available for families and individuals. Opportunities include pulling invasive garlic mustard, a one-time park cleanup, or adopting a fire hydrant or storm drain. View more information.
