Webinar on Greenhouse Gas Performance Standards
The MPCA is beginning its deliberations on a state 111(d) plan
for Minnesota in response to EPA’s upcoming rules regulating CO2
emissions from power plants. On Thursday, May 22 at 1pm, a webinar
sponsored by Center for the Energy and the Environment will allow interested
parties to hear how Minnesota might draft a plan, and our interest in
considering regional approaches to CO2 reductions. A regional
approach might allow for power generating utilities to take into account energy
efficiency projects or CO2 reductions at their facilities in other
states in order to achieve cost-effective CO2 reductions. However,
because a regional approach would take some time to develop, while states
harmonize accounting and tracking of energy projects, states’ initial plans may
only focus on efforts within state borders. States are in conversation
now while awaiting EPA’s publication of draft standards for existing power
plants.
