December 17th Meeting on the Revised Construction Stormwater Permit

You are receiving this bulletin because you have subscribed to the Construction Stormwater email alert list.  

The Construction Stormwater General NPDES/SDS Permit is set to expire on Aug. 1, 2013. The MPCA is in process of revising the existing permit. The agency will update the permit to comply with EPA’s 2009 40 CFR Part 450 Standards for Construction and Development (C&D) rule. The rule requires that the MPCA address certain standards for controlling runoff from construction sites that are not addressed in the current permit. The MPCA is also planning minor changes to the permit to clarify existing language, better align with the municipal stormwater program, address defects, and incorporate changes needed to enhance compliance with the permit.

The MPCA plans to place the draft permit on public notice for comment in January 2013. Prior to placing the permit on public notice, the MPCA has scheduled an informational meeting on the draft permit.  The meeting will provide interested parties with information on proposed changes to the permit. Attendees will have the opportunity to ask questions regarding the proposed changes. Once the permit is on notice, interested parties will have 45 days to submit comments on the permit.  

The MPCA will also hold a public notice information meeting and present the draft permit to the MPCA Citizens Board at two meetings, providing interested parties with additional opportunities to learn about the permit and comment. 

Informational Meeting on DRAFT Construction Stormwater Permit 

Date: Monday, Dec. 17, 2012 

Time: 9 a.m.-noon; lunch on your own from noon-1 p.m.; and meeting will reconvene from 1-3 p.m. 

Location: Revenue Building, 600 N. Robert St., St. Paul (Room No. 2000) 

Agenda: An agenda will be sent to subscribers the week before the meeting. 

Parking: Be aware of light rail construction in the area. Parking is available in a surface lot on 14th Street to the north of the building. If that lot if full, parking is available in a lot down the street in front of the armory. There is also some parking available on the street along with the Regions Hospital ramp across the street from the revenue building. Please note that some parking facilities charge a fee; most accept credit or debit cards along with cash.
