The internal development of major rule concepts has continued and work on this portion of the rulemaking process is progressing. MPCA staff will be returning to the Rule Advisory Panel for further information gathering in response to the major rule concepts. This will occur in 2023 and a more detailed timeline will be made available in the future to lay out the next steps. The last quarterly MN Built Environment meeting was a great success, with almost 50 people in attendance. Meeting notes include:
Lumber Stash: a hyper-local wood material reuse business
- Mission: make money salvaging local waste and help others do the same
- Lumber is salvaged and resold without moving far
- Community members sourcing and donating usable wood
- Growing relationships with contractors to source wood; they save money
- Featured on Kare 11 and local media sources

Deconstruction Coalition and Legislative Session update from Cap O’Rourke:
- Seeking legislative support for building preservation and reuse
- Seeking one-time funding, mostly to municipalities for grants and to fund programs that can support local developments, including businesses, that can demonstrate diverting waste from landfills
- Recognize the need of steady stream of materials for consistent supply

1. Biden-Harris Administration Announces Availability of $40 Million in Grants for Tribes and Intertribal Consortia to Improve Recycling Infrastructure
Grants funded by the largest recycling investment in 30 years under President Biden’s Bipartisan Infrastructure Law
The U.S. Environmental Protection Agency (EPA) announced the availability of $40 million in grants for recycling infrastructure projects for Tribes and intertribal consortia. EPA published a Request for Applications to solicit interest by Tribes and intertribal consortia for the third funding opportunity in the new Solid Waste Infrastructure for Recycling (SWIFR) grant program funded by the 2021 Bipartisan Infrastructure Law. President Biden’s Bipartisan Infrastructure Law invested $375 million in funding for new recycling, reuse and waste prevention programs and initiatives, the largest investment in recycling infrastructure to EPA in 30 years. Applications are due by April 4, 2023.

2. EPA Recycling Education and Outreach Grant Program
Application deadline extended to February 15, 2023
The total estimated funding for this competitive opportunity is approximately $30,000,000. EPA anticipates awarding approximately 25 assistance agreements under this funding opportunity, with at least one award per EPA Region. The minimum individual award floor is $250,000, and the maximum individual award ceiling is $2,000,000 for the grant period. This program is in alignment with the Biden Administration’s Justice40 Initiative.
3. EPA Solid Waste Infrastructure for Recycling Grant Program
Application Deadline extended to 2/15/2023.
The Solid Waste Infrastructure for Recycling grant program is a new grant program authorized by the Save Our Seas 2.0 Act and funded through the Infrastructure Investment and Jobs Act. The Infrastructure Investment and Jobs Act, also referred to as the Bipartisan Infrastructure Law, provides $275 million for Solid Waste Infrastructure for Recycling grants to support Building a Better America. This is allocated as $55 million per year from Fiscal Years 2022 to 2026 to remain available until expended. EPA was provided an additional $2.5 million in Fiscal Year 2022 funding to implement the program. The Solid Waste Infrastructure for Recycling program provides grants to implement a strategy to improve post-consumer materials management and infrastructure; support improvements to local post-consumer materials management and recycling programs; and assist local waste management authorities in making improvements to local waste management systems.
