In February 2017, the industrial stormwater program contacted more than 750
facilities that were overdue for submitting SWMRs for the first four quarters
of monitoring under the 2015-2020 ISW General Permit.
The No Flow quarters caused the most reporting confusion;
below are some of the lessons we learned. We hope what we learned will also
help permittees with future SWMR reporting.
No Flow reporting:
- No Flow SWMRs must be submitted
- No Flow "explanations" are not part of the calculations
used to determine if a facility’s monitoring result averages are below the
permit benchmark values
- There is no longer a "take two subsequent
samples to make up for a No Flow quarter." This was a 2010 permit requirement
that expired 4/5/2015.
Monitoring quarters:
- Stormwater monitoring began July 1, 2015, with
Quarter 1 July 1, 2015-September 30, 2015.
The quarters are consecutive; they do not re-set to Q1 with each July 1,
nor do they reset with each calendar year.
July 1, 2017-September 30, 2017 will be Quarter 9.
Sampling forms:
- Make sure the calendar year and monitoring
quarter are recorded on the SWMR forms.
- Make sure all pages of the SWMR form are
submitted.
- Lab reports can have multiple pages with
multiple types of data on them. If there are questions about the lab report,
contact the lab about which set of numbers represent your monitoring results.
- Don’t submit copies of the lab report; submit
only the facility-specific SWMR.
- Make sure the current SWMR form for the
2015-2020 permit is being submitted to MPCA. Hint: the date in the lower left is: "10/6/2015". If your sampling form is older than that, download the new sampling form for your facility here.
