In 2014, the city of St. Paul launched the “Right Track”
student intern program, which was established to create a pipeline of career
development opportunities for St. Paul youth.
This effort was in response to Mayor Chris Coleman, St. Paul Public
Schools Superintendent Valeria Silva and St. Paul Area Chamber of Commerce
President Matt Kramer’s recognition of two problems facing those youth:
Minnesota has a shortage of skilled, work-ready, and diverse talent, and, the
city’s youth lacked real-world opportunities to build skills and explore
potential careers.
This year, MPCA was asked to host a Right Track student and
the industrial stormwater program was one of several that worked with the student. Together, technical staff and the student
toured three regulated facilities:

These facilities provided practical insight to how regulated
industrial stormwater permittees manage stormwater regulations in conjunction
with other environmental and safety requirements. It had rained two-plus inches on the morning of
the site visits and this situation provided a real-life example of how an
intense rain event is managed appropriately and responsibly by these permittees.
The industrial stormwater program staff thanks these
regulated facilities for providing the opportunity for our intern to learn
directly about environmental regulations and real-life permit management.
The Nonmetallic Mining and Associated Activities (MNG49)
general permit will expire October 31, 2016.
Applications were due earlier this year and draft permit language has
been sent to EPA for review. The latest
