The Minneapolis Park and Recreation Board (MPRB) thanks everyone who has shared in developing the 10- to 20-year vision plan for East Phillips Park!
Following feedback on three initial concepts for plan shared earlier this year, the project team has released one final draft plan for the park that:
This plan incorporates favorite elements from those earlier three concepts, based on community feedback – check out a summary of what what we heard during this phase of engagement – as well as staff input, maintenance and site considerations, and goals from MPRB’s Parks for All comprehensive plan.
Now, we need to hear from you!
Once again, we’re looking for East Phillips community members to weigh in and will be sharing the draft final vision plan for East Phillips Park in the coming weeks.

What’s Next?
After MPRB staff complete this round of community engagement and updates the final design, everyone will be invited to a public presentation of the East Phillips Park design and a public hearing next year at a board meeting this winter or in spring 2026. MPRB Commissioners will then vote to approve the plan.
Once the plan is approved, MPRB will move forward to construct some of its improvements. These will be identified based on community feedback, priorities and the project budget. Construction is planned to begin in 2027.

Every neighborhood deserves a great park.
Improvements at Cedar Avenue Field and East Phillips parks are funded by NPP20, a historic agreement between the Minneapolis Park and Recreation Board (MPRB) and the City of Minneapolis. NPP20 helps address racial and economic equity across 160 neighborhood parks and provides $11 million annually to maintain, repair and replace facilities.
