Apply to become a Community Collaborator and help create a vision for Cedar Avenue Field Park and East Phillips Park
The MPRB’s Community Collaborator initiative is a paid opportunity for individuals and groups within the East Phillips community to host conversations and engage with residents about parks and recreation.
The work of Community Collaborators will inform the design and priorities for the East Phillips Open Spaces Plan in 2024.
Proposals to work as a Community Collaborator will be competitive, with funding paid to those whose proposals are selected. They should involve creative, innovative ways to engage different communities through digital platforms, in person, or both.

MPRB worked with communities throughout Minneapolis to develop plans for nearly all neighborhood parks in Minneapolis; the resulting Service Area Master Plans (SAMPs) were approved between 2016 and 2020.
However, East Phillips Park was not included in the 2016 SAMP for South Minneapolis because it had been redeveloped in 2009-2011, with a new community center, athletic fields and outdoor sport courts built at the park.
The long-term plan for Cedar Avenue Field Park includes retaining and upgrading the playground, basketball court, and multi-use diamond court, plus adding new elements such as a formalized outdoor gathering space, interactive water feature, picnic shelter, linear skate park, and volleyball court.
Since 2017, when MPRB added that plan to the SAMP for South Minneapolis, MPRB staff have received feedback that it may not adequately address ongoing safety issues that Little Earth and East Phillips residents experience in and around the park, and that the design might not support all park user groups.
Additionally, because East Phillips Park and Cedar Avenue Field Park are just one block away from each other, MPRB staff believes it is important to look at both park designs at the same time to make sure that the resources and amenities work well with each other and best serve the residents of the neighborhood.
